NOTICE OF RACE 1. RULES 1.1 1.2 1.3 1.4 1.5 The regatta will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012. No National Authority prescriptions will apply. The Laser class rules Rule 7 (a) is restricted as follows: Only one person shall be onboard whilst racing. The person shall be named on the entry form. Sails shall have the full sail number AND NATIONAL LETTERS in accordance with the Class Rules and rule G1. If there is a conflict between languages the English text will take precedence. 2. ADVERTISING Boats may be required to display advertising chosen and supplied by the organizing authority. 3. ELIGIBILITY AND ENTRY 3.1 3.2 3.3 3.4 3.5 Only current fully paid members of the International Laser Class Association may enter the regatta. During registration each sailor will be required to show clear written evidence of current membership of his or her national Laser Association. If a sailor is unable to present this, he / she will be charged a fee of €70 (payable in local currency), €10 of which will be retained by the collecting club and €10 by ILCA, to cover administration. €50 will be passed on by ILCA to the sailor's district, which may refund it to the sailor if he/she is already a current member, or may put it towards that sailor's membership fee if he/she is not a member. Crew substitution of the registered sailor is not permitted. AGE ELIGIBILITY (a) The Laser Europa Cup (Laser Standard Rig) is open to any sailor who is or will be at least 17 years old in the year in which the series is held; i.e., a competitor for the 2009 series must be born in 1992 or earlier. (b) The Laser Radial Europa Cup is open to any sailor who is or will be at least 15 years old in the year in which the series is held; i.e., a competitor for the 2009 series must be born in 1994 or earlier. (c) The Laser 4.7 Europa Cup is open to any male sailor who is or will be at least 12 years old but not 18 years old in the calendar year in which the series is held; i.e., a male competitor for the 2009 series must be born in 1992, 1993, 1994, 1995, 1996 or 1997. Or any female sailors who is or will be at least 12 years old in the year in which the series is held; i.e., a competitor for the 2009 series must be born in 1997 or earlier. (d) The Laser Standard Youth Grand Prix is open to any sailor who is or will be 17 years old but not 21 years old in the calendar year in which the series is held; i.e., a competitor for the 2009 series must be born in 1989, 1990, 1991 or 1992. (e) The Laser Radial Youth Grand Prix is open to any sailor who is or will be 15 years old but not 19 years old in the calendar year in which the series is held; i.e., a competitor for the 2009 series must be born in 1991, 1992, 1993 or 1994. (f) The Laser 4.7 Youth Grand Prix is open to any sailor who is or will be 12 years old but not 18 years old in the calendar year in which the series is held; i.e., a competitor for the 2009 series must be born in 1992, 1993, 1994, 1995, 1996 or 1997. Proof of age will be required at registration. Each competitor shall be registered as an ISAF sailor. The ISAF Sailors code is required to enter. To register as an ISAF Sailor go to: http://www.sailing.org/2056.php Any sailor who has not, by the closing time for registration, completed registration on the venue will be removed from the list of sailors for that event and will not be scored at that event. This also applies to sailors who have complied with all other entry requirements. 4. ENTRY FEES & MAILING ADDRESSES FOR ENTRIES Entry must be made by the date specified on the ILCA website. Payment of entry fee for international participation may be made onsite at some regattas, provided the competitor has entered and sent the completed entry form to be received by the entry closing date. Please check the information on the ILCA website for individual regattas. International competitors who enter onsite without having forwarded a completed entry form by the entry closing date will be charged the late entry fee. See also Notice of Race 3.5. 5. SCHEDULE The race committee may decide to split some or all of the classes into groups. If a class is split into groups, competitors will sail in the same group for all races in that regatta. A round robin system for the groups will be used as specified in the sailing instructions. 3 races are scheduled for each of the first days of racing and 2 races are scheduled for the last day of the event. 6. BOATS AND EQUIPMENT 6.1 6.2 6.3 All competitors shall use only one hull, sail, mast, boom, centreboard and rudder. In the event of damage, boats and equipment may only be substituted with the written permission of the regatta measurer, jury or race committee. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the regatta measurer, jury or race committee and the written permission of the regatta measurer, jury or race committee shall be applied for before the end of Protest Time at the end of the day in which the substitution takes place. Women competitors shall place a red diamond on each side of their sail (back to back) in compliance with class rule 4(g). The diamond shall be 240mm high and 180mm wide +/- 5mm and shall be located in the centre of the sail immediately above the top batten. MEASUREMENTS A boat and equipment may be inspected at any time for compliance with the class rules, wet clothing rules and sailing instructions at the discretion of the class representative, race committee or international jury. 8. SAILING INSTRUCTIONS The Standard Sailing instructions for the Laser Europa Cup 2009 will be posted on the Official Notice Board and the ILCA website. Sailing Instruction Attachment Local will be available from the onsite Race Office on the day before the start of each regatta. 9. THE COURSES Trapezoid courses will be used with inner and outer loops and an upwind finish. Unless otherwise stated in the Sailing Instruction Attachment Local, the Laser 4.7 will be using a modified trapezoid course. 10. PENALTY SYSTEM 10.1 Appendix P will apply, with the following amendments: (a) If a first penalty is signalled after she has finished, a boat will be given a scoring penalty of 8 points without a hearing. (b) Appendix P3 is modified to read: ‘If a boat has been penalized for the first time under Appendix P1 and the race committee signals a postponement, general recall or abandonment, the penalty is cancelled, but it is counted to determine the number of times she has been penalized during the regatta. If a boat has been penalized for the second or subsequent time under Appendix P1 and the race committee signals a postponement, general recall or the race is abandoned, the boat shall not sail in this race if it is restarted or re-sailed. If she does, she shall be disqualified without a hearing and her score shall not be excluded.’ (c) Action by the jury under Appendix P shall not be grounds for a request for redress by a competitor. The jury however may initiate redress. This changes rule 60.1(b), 60.2(b) and Appendix P4. 10.2 Decisions of the jury will be final as provided in rule 70.5. 11. SCORING 11.1 For all classes, 2 races (completed by all groups) are required to be completed to constitute a regatta. 11.2 (a) When fewer than 4 races have been completed, a boat’s regatta score will be the total of her race scores. (b) When from 4 to 7 races have been completed, a boat’s regatta score will be the total of her race scores excluding her worst score. (c) 11.3 11.4 11.5 11.6 11.7 11.8 When 8 or more races have been completed, a boat’s regatta score will be the total of her race scores excluding her two worst scores. If a points scoring penalty for a breach of rule 42 or under the Arbitration System would result in a score worse than DSQ, the penalty will be that corresponding to DSQ. The scores of other boats will not be changed. The scoring abbreviation for a discretionary penalty imposed under SI 17.2 or 18.5 will be DPI. The scoring abbreviation for an arbitration penalty is ARB, and the scoring abbreviation PTS means scoring penalty for a yellow flag after finishing. A penalty score with split fleets will be based on the number of competitors in the largest group combination. Overall Series The overall series will consist of 13 events/regattas. To be included in the overall series, a competitor must have a result from at least 3 events. A competitor’s best 4 event results will be scored in each Overall Series. The winner shall be the boat with the lowest total score. When there is a tie on total points between two or more boats, the tie shall be broken in favour of the boat with the most first places in the 4 counting events and when any such boats remain tied, the most second places and so on, until the tie is broken. When the tie still remains, it shall stand as part of the final series results. This changes rule A8. Series Scoring for categories (men/women, boys/girls, age categories) Scoring for series results in any of these categories shall be made by extracting all sailors in each category from the overall list and rescore them into a category list. 12. WHISTLE SYSTEM To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule. If no boat takes a penalty, the jury may lodge a protest. 13. PRIZES 13.1 Prizes for each Regatta will be awarded in the following categories subject to entry numbers. Laser Standard Rig: Overall, Youth Under 21, Youth Under 19 Laser Radial Rig: Overall, Women, Youth Under 19, Youth Under 17 Laser 4.7 Rig: Overall, Women, Boys Under 18, Boys Under 16, Girls Under 18, Girls Under 16 13.2 OVERALL SERIES PRIZES (a) ILCA cubes will be awarded for the first 3 places in each category noted in 11.1 subject to ILCA Honour Awards By Law. (b) In the Laser Standard Rig Europa Cup the first and second placed European competitors in the series ranking will each receive a new Standard sail. (c) In the Laser Radial Rig Europa Cup the first placed Male and Female European competitor in the series ranking will each receive a new Laser Radial sail. (d) Laser Standard Youth i) In the Laser Standard Youth Grand Prix the first placed European competitor in the series ranking will receive a new Standard sail. In the event that the overall winner of the Laser Standard Youth Grand Prix series is also the winner of the Laser Standard Europa Cup series, only one such prize will be awarded. ii) The first placed European competitor Under 19 in the series ranking will receive a new Standard sail. In the event that the first placed European competitor under 19 is also the overall winner of the Laser Standard Youth Grand Prix series, only one such prize will be given. (e) Laser Radial Youth i) In the Laser Radial Youth Grand Prix the first placed European competitor will receive a new Laser Radial sail. In the event that the overall winner of the Laser Radial Europa Cup series is also the winner of the Laser Radial Youth Grand Prix, only one such prize will be awarded. ii) The first placed European competitor under 17 will receive a new Laser Radial sail. In the event that the first placed European competitor under 17 is also the winner of the Laser Radial Youth Grand Prix series, only one such prize will be awarded. (f) In the Laser 4.7 Youth Grand Prix the first placed Boy and Girl European competitors will each receive a new Laser 4.7 sail. The first placed European Boy and Girl Under 16 competitors will each receive a new Laser 4.7 sail. 14. SAFETY 14.1 Competitors shall wear personal flotation devices at all times when afloat, except briefly when changing or adjusting clothing or personal equipment. Wet suits and dry suits are not personal flotation devices. This changes rule 40. 14.2 Each event may introduce a Check-in and Check-out system, which will be detailed in SI Attachment Local for each relevant event. 15. TEAM AND SUPPORT BOATS Team and support boats shall, at all times when afloat, be conspicuously identified by the country name, national letters or national flag of the team they represent. 16. RIGHTS TO USE NAME AND LIKENESS By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 17. LIABILITY The Sailing Clubs, the National Authorities and the International Laser Class Association, their officers, members and volunteers do not accept liability for loss of life or property, personal injury or damage caused by or arising out of the Europa Cup and Laser Youth Grand Prix Regattas, and competitors take part in the Regattas entirely at their own risk. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing. A competitor must be of good health and a competent sailor capable of sailing a Laser in strong winds. It is the responsibility of each sailor to decide to participate in a race or to continue racing. 18. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1.000.000 € per event or the equivalent. 19. ADDITIONAL INFORMATION Additional information will be notified either from the International Office or from individual organising clubs.
