It asks how the Asian model of economic development needs to be modified in order for the region‘s economies to grow and prosper in an increasingly integrated and intensely competitive global environment. Doing so, it argues, will entail modifying institutions for managing innovation, for managing poverty, and for managing volatility. Starting with the definition and types of ICTs, the paper discusses a number of instances where various ICTs have been fruitfully applied to improve the welfare of rural people in a number of developing economies. The paper also reviews how ICTs can be an indirect instrument of poverty reduction through their impact on growth. Finally the paper discusses the various factors that influence the adoption of new ICTs and the policies developing countries can adopt to take advantage of the new ICT revolution. Developing countries often face great pressure to liberalize quickly. Although markets are supposed to create jobs, in reality, employment does not materialize quickly enough for those who have been displaced; the poor do not have access to safety nets to buffer their fall, public spending is insufficient 4 to meet its many objectives and regulatory safeguards aimed at protecting the environment are often honored in the breach. What is needed is not a carteblanc for unlimited developing country protectionism, but instead recognition that „special and differential“ treatment should also apply to the choice of instruments that developing countries employ to assist agriculture achieve its multiple roles. The growth-poverty nexus appears strong at the aggregate level. However, newly constructed panel data on the country‘s 285 districts reveal huge differences in poverty change, subnational economic growth and local attributes across the country. The results of econometric analysis show that growth is not the only factor to affect the rate of poverty change; other factors also directly influence the welfare of the poor, as well as having an indirect effect through their impact on growth itself. Among the critical ones are infrastructure, human capital, agricultural price incentives and access to technology. While fostering economic growth is crucial, a more complete poverty reduction strategy should take these relevant factors into account. In the context of ecentralisation, subnational analysis can be an instructive approach to examining local governance in relation to growth and poverty reduction. However, it has also given rise to labour flexibility, wage depression, and eroded important elements of redistribution and weakened social protection systems. The 1997-1998 financial crisis in Southeast and Northeast Asia further exposed important limitations in the ability of such existing systems to cope with the crisis. This paper identifies new forms of economic insecurities generated by the renewed growth of labour flexibility as globalisation weakens the basis of social partnership and tripartism. It examines Malaysia‘s development experience, the impact of the crisis on workers‘ economic security, and assesses the adequacy of existing social protection programmes in its response to new types of economic insecurities generated by globalisation. However, Vietnam cannot afford to be complacent because nearly half of its rural population remains poor, and both poor and nonpoor households are vulnerable to exogenous shocks. Moreover, poverty rates among its ethnic minorities remain very high. Vietnam‘s export-led growth and healty investment climate of the 1990s created employment for those who possessed the attributes needed to take advantage of such opportunities. One such attribute clearly is education. The analysis in this article illustrates the importance of education and the fact that the returns to education increased significantly during this period, particularly for higher levels of education. The period covered transformation of Brunei from a low-income agriculture-based country to a high-income modern state with oil and gas production as the main engine of economic growth. The analysis employs a relatively new cointegration technique to identify the significant factors affecting levels of non-oil exports. It first discusses challenges to Taiwan‘s economy, with particular focus on the influence of China‘s economic rise. In recent years, the PRC‘s policy toward Taiwan has been to contain and isolate Taiwan politically in the international community while at the same time striving to attract Taiwan‘s capital and technology by means of the mainland‘s economic strength. Almost all East Asian countries, including Taiwan, have felt enormous pressure from China. The paper also examines whether Taiwan‘s economy has the wherewithal to weather this economic storm and avoid any political or social instability that could be caused by economic depression. The argument is that although Taiwan‘s economic performance has not been outstanding in recent years, long-term depression in Taiwan is unlikely. As the global economy recovers, so should Taiwan‘s fortunes. However, to ensure Taiwan‘s economic security and maintain strong international competitiveness in the long term, Taiwan should follow the overall principle of „consolidating the island‘s original equipment manufacturer (OEM) base, creating indigenous brands, and expanding niches“.
