AHK-MENA-Wirtschaftsforum in Berlin Forum zu den Themen Verkehrsinfrastruktur, Logistik und Exportkontrollen Unter dem Titel „Chancen für den deutschen Mittelstand – 5. AHKWirtschaftsforum“ fand am 04. Dezember 2014 im Haus der Deutschen Wirtschaft in Berlin eine Veranstaltung der Auslandshandelskammern statt. 150 Teilnehmer aus Wirtschaft und Politik hörten Vorträge und Diskussionen von Experten aus Privatwirtschaft, Staatsdienst und Geschäftsführern der AHK. Schwerpunkte des Panels waren Kooperationspotentiale im Ausbau der Infrastruktur und Logistik in den Ländern der MENA-Region, Exportkontrollen und Wirtschaftssanktionen sowie die Frage, welche Chancen sich der MENA-Region in dieser Zeit des Umbruchs darbieten. Die Begrüßung erfolgte u. A. durch die parlamentarische Staatssektetärin im Bundesministerium für Wirtschaft und Enegrie (BMWi) und Bundesministerin a. D. Brigitte Zypries. Nach einem Impulsreferat von Herrn Mohamed El-Mahdi, Managing Director bei der Siemens Egypt S.A.E., zum Thema „Kooperationspotentiale bei Verkehrsinfrastruktur und Logistik in der MENA-Region“, leitete der Delegierte der Deutschen Wirtschaft für Saudi-Arabien, Bahrain und 3 Jemen, Andreas Hergenröther, das erste Diskussionsplenum der Veranstaltung. Teilnehmer waren Joachim Donath, Geschäftsführer bei MG International, Oliver Klingbeil, Managing Director bei S.A. Talke Ltd. und Alexander Manakos, Partner Middle East bei der Lufthansa Consulting. Die Teilnehmer diskutierten, welche Potentiale in der MENA-Region im Bereich der Logistik und Verkehrsinfrastruktur noch auszuschöpfen seien und gaben ihre Einschätzungen über die Lage dieser Wirtschaftszweige und die allgemeine Situation dieser Länder in der Gegenwart wie in 20 Jahren, ab. Referenzpunkt der Diskussion war der World Logistics Performance Index der Weltbank, der die Bedeutung einer entwickelten Logistik-Infrastruktur für die Entwicklung einer Volkswirtschaft verdeutlicht. Saudi-Arabien nimmt auf diesem Index den 49. Platz ein und rangiert damit, hinter den TopPerformern Vereinigte Arabische Emirate und Qatar auf Platz 27, respekive 29, innerhalb der Vergleichsgruppe der MENA-Region, im Spitzenfeld. Ferner wurden Einstiegshürden für Mittelständler, die Problematik der politischen Instabilität, Rechtssicherheit und die Durchsetzung von Forderungen, Absicherungsmöglichkeiten, Forderungen geltend zu machen und Embargos und Sanktionen sowie Exportkontrollen auf dem Panel diskutiert. Vertreter von Ministerien, der AHK und der Wirtschaft diskutierten und beleuchteten bei der darauffolgenden Podiumsdiskussion aktuelle Entwicklungen in den Themenfeldern Exportkontrolle und Wirtschaftssanktionen. Das die Veranstaltung abschließende Panel „MENA – Chancen für eine Region im Umbruch“ bot Raum, Möglichkeiten und Wahrscheinlichkeiten demokratischer und anderer politischer Entwicklungen in den Staaten der MENA-Region zu diskutieren, in denen sich die Prozesse entfalten, die im sogenannten „Arabischen Frühling Ende 2010/Anfang 2011 einen ersten Anlauf genommen haben. Fifth AHK-MENA economic forum in Berlin Forum concerning the topics transport infrastructure, logistics and export control The AHK network has held a forum under the title “Chances for German SMEs (German Mittelstand) in Haus der Deutschen Wirtschaft (House of the German Economy) in Berlin on the 4th of December. The event was attended by 150 representatives from the economy and politics who listened to speeches and discussions of experts from the German industry, civil service and AHK managers. Focal points of the forum were potentials for cooperation in developing the infrastructure and logistics sector in the countries of the MENA region, as well as export control and economic sanctions. It was further discussed which options the region has in realizing its potential in this time of political turmoil. The visitors were addressed, among others, by H.E. former Federal Minister and Parliamentary State Secretary Brigitte Zypries. After a keynote speech delivered by Mr. Mohamed El-Mahdi, Managing Director at Siemens Egypt S.A.E. under the title “Potentials for 4 Cooperation in transport infrastructure and logistics in the MENA region”, Mr. Andreas Hergenröther, Delegate of the German Economy for Saudi Arabia, Bahrain and Yemen moderated a the event’s first discussion panel- Participants in the discussion were Mr. Joachim Donath, Managing Director at MG International, Mr. Oliver Klingbeil, Managing Director at S.A. Talke Ltd. and Mr. Alexander Manakos, who is Partner Middle East at Lufthansa Consulting. The panelists discussed the potentials that lie in the development of the logistics and transport infrastructure in the MENA region and gave their estimations on the situation of these sectors in the region and the overall situation in the countries now and in twenty years. The basing point of the discussion was the World Bank’s Logistics Performance Index that illustrates the importance of a developed logistics infrastructure for the development of an economy. Saudi Arabia is ranked rank 49 on this index, behind the region’s logistic leaders United Arab Emirates on rank 27 and Qatar on rank 29, and thus is part of the top performers in the regional comparison group. Other topics were hurdles for SMEs before entering the markets, the problem of political instability, legal certainty, and enforcement of claims, embargos and sanctions as well as export controls. Representatives from ministries, AHK and the private sector discussed and highlighted current developments in the topic export control and economic sanctions. The program was closed by a panel with the title “MENA – Chances for a region in turmoil”. The panel opened floor for discussing prospects and probabilities of development in a region that is affected by the processes that began with the so called Arab Spring. Präsentation & Pressekonferenz der Nürnberg Messe in Riad Die Delegation der Deutschen Wirtschaft für Saudi-Arabien, Bahrain und Jemen (AHK Saudi-Arabien) hat in Riad die erste Pressekonferenz für die Nürnberger Messe, einen der größten Messenausrichter der Welt, organisiert. Thomas Schlitt, International Sales und Business Development Direktor der Nürnberger Messe hofft für das Jahr 2015 auf eine ähnlich hohe Teilnehmerzahl wie im vergangenen Jahr, als ungefähr 27.000 Aussteller (davon 39 % international) und bis zu 1.13 Millionen Besucher (22 % international) das Messegelände betraten. In diesem Jahr hat eine hochkarätige Delegation aus SaudiArabien die BIOFACH besucht, die Weltleitmesse für Bio-Lebensmittel und organische Landwirtschaft auf dem Gelände der Nürnberg-Messe. Die saudi-arabische Delegation wurde angeführt vom saudischen Minister für Landwirtschaft und der Saudi Organic Farming Association. Die Messe findet jährlich im Februar in Nürnberg statt. Herr Schlitt sagte auf der Pressekonferenz: „Wir sind 5 zuversichtlich, 2015 eine größere Anzahl Teilnehmer aus Saudi-Arabien auf der Nürnberger Messe zu begrüßen.“ Die Nürnberger Messe organisiert auch die Weltleitmesse für Klima- und Kühlsysteme, Chillventa. Angesichts der Bedeutung der Themen Energieeffizienz und Nachhaltigkeit für Saudi-Arabien, ist dieses Event eine herausragende Gelegenheit, die ganze Bandbreite von Produkten und Dienstleistungen aus dem Spektrum der Kühlung, Klimaanlagen, Ventilatoren und Wärmepumpen, kennenzulernen. Die Nürnberger Messe wird in Saudi-Arabien offiziell von der Delegation der Deutschen Wirtschaft vertreten (AHK SaudiArabien). Sie organisiert etwa 120 nationale und internationale Ausstellungen und Kongresse in Nürnberg und weltweit. Mr. Thomas Schlitt, Director International Sales & Business Development of Nürnberg Messe, hopes to reach similar participant figures for 2015 as for this year when approximately 27,000 exhibitors (international share: 39 %) and up to 1.13 million visitors (international share of trade visitors: 22 %) flocked onto the Nuremberg exhibition grounds. Die saudische Handwerksvereinigung stellte Waren in einem 115 Quadratmeter-Pavillon aus. It is a culturally diverse country and its handicraft reflects its cultural diversity and the authenticity of the national tradition. Furthermore, handicraft opens up employment opportunities for all the segments of the society and thereby increases the income of the citizens. It is also a source for the development of economic resources through revitalizing the tourist traffic and the tour- ist trade. "Bazaar Berlin shows the wide-ranging developments in the handicraft industry and how certain sectors are changing in response to new challenges,” said Mr. Al-Ameen Al-Dalali, Head of Trade Fair Department for AHK Saudi Arabia. Bazaar Berlin (formerly Import Shop Berlin) is a sales fair where manufacturers and traders from around 60 countries offer their ethnic and natural products, crafts, art and designs.The industry's key decision makers were there as exhibitors and trade visitors and had the opportunity of approaching potential business partners with their services/products. This specialist trade fair offered an ideal opportunity to present products from leather goods, accessories, travel items, small furniture, rugs, basketry, ceramics, glassware, porcelain, arts & crafts to jewelry. After the huge success of the participation Saudi Arabia is considering to attend again next year. Workshop - vielversprechende Exportmöglichkeiten für saudi-arabische Produkte auf dem deutschen Markt Die Asharqia Kammer hat am 17. November 2014 in Zusammenarbeit mit dem Delegiertenbüro der Deutschen Wirtschaft für SaudiArabien, Bahrain und Jemen (AHK Saudi-Arabien) einen Workshop zum Thema Möglichkeiten des Exports nach Deutschland für saudische Unternehmen veranstaltet. Der Delegrierte der Deutschen Wirtschaft Andreas Hergenröther und der Leiter des German Desk in Jubail Jan Lutz Müller hielten informative Präsentationen über den deutschen Importmarkt und Markteinstiegsstrategien für Deutschland. Der Fokus der Präsentation von Ulf-Gregor Schulz, Rechtsanwalt in der Kanzlei Schlüter Graf in Dubai, lag auf der rechtlichen Rahmensituation und den Regularien, die ein potenzieller Ausfuhrhändler vor dem Eintreten in den deutschen Markt beachten sollte. Während des Workshops wurde auch eine Fallstudie von Herrn Ibrahim Ismail Shah Bhai, Generaldirektor Marketing und Verkauf bei Chemanol, vorgestellt. Er verfügt über langjährige Erfahrung im Exportsektor und ging in seiner Präsentation explizit auf deutsche Produkte, die in der pharmazeutischen Industrie verwendet werden, ein. Herr Abdulmohsen Abdulrahman Al-Farj, Vorstandsmitglied der Asharqia Kammer, betonte in seiner Eröffnungsrede , dass Saudi-Arabien viel auf dem deutschen Markt anbieten könne, da es mittlerweile in der Lage sei, Produkte entsprechend den hohen internationalen Qualitätsstandards zu fertigen. Mr. Andreas Hergenröther, the Delegate of GESALO, and Mr. Jan Lutz Mueller, Head of the German Desk at Jubail, offered rich presentations on the German market and possible ways for companies to enter into it. Mr. UlfGregor Schulz focused on the legal aspects a potential exporter must consider before entering the German market. During the workshop, a case study was presented by Mr. Ibrahim Ismail Shah Bhai, General Manager of Marketing and Sales for Chemanol. He highlighted his experience in exporting their products to the German market particularly DMF which are mostly used in pharmaceutical manufacturing. Germany as host country at Janadriyah festival in 2015 Germany will be host country at the 2015 Jandriyah festival in Riyadh. Janadriyah is a yearly culture festival that has been organized by the National Guard since 1985. The festival comprises of camel and horse races, traditional dancing, music and poem recitation. Moreover there will be tastings of traditional Saudi cuisine. Besides that a book fair will be organized on the festival site. Janadriyah is being visited by around one million visitors every year. After the French 21 participation in 2010 it is a great honor for Germany to having been selected as host country for the 2015 edition of Janadriyah festival. There are research laboratories or training centers. “New SAGIA Fast Track Service” Saudi Arabian General Investment Authority (SAGIA) has introduced a ‘fast track service’ to process applications from foreign investors within five days under a streamlined program. The new measures have been announced in an administrative decision issued by Abdullatif AlOthman, governor of SAGIA and chairman of the board. This follows the Council of Ministers’ decision (No. 2 of 5/1/1421H), the Foreign Investment Law by Royal Decree (No. M/1 of 5/1/1421H) and its Implementing Regulations issued by the board’s decision No. 2/74 of 12.5.1435H. “Overseas investors looking to launch businesses in the Kingdom of Saudi Arabia will now be able to benefit from a faster and simpler application process with the launch of the new fast track service by SAGIA,” said an official from the authority. “This new application process guarantees application decisions within five working days, once SAGIA has received all required documentation.” The fast track is available to potential investors who meet one of the following requirements: 1 Multinational companies publicly listed in the capital market of their countries or in international stock exchanges 2. Firms manufacturing products that are classified and approved by independent agencies, and employ certified process technology 3. Small and medium size enterprises which will be operating in the area of the IPRs registered in their names, or which are classified as innovative enterprises. 4. An international company aiming to set up regional centers in Saudi Arabia. 5. A construction company classified under ‘first class’ in their countries, or which have implemented a project with a value of not less than SR500,000,000 and have a manpower of not less than 2,000 employees and total assets of not less than SR50 million. 6. A company entering into partnership with other companies qualified by Saudi government agency, or by a state-owned entity or an entity in which the government has a shareholding, or with a company listed in the Saudi Capital Market. 7. The aim of SAGIA’s fast track service is to facilitate foreign direct investment (FDI) into target sectors in the Saudi economy, namely ICT, downstream petrochemical and mining, industrial manufacturing, health care and life science, transportation and infrastructure, human capital development, and energy and petrochemicals.
