AHK Saudi-Arabien Newsletter 12/2013
Deutsche Vertreter einer politischen und wirtschaftlichen Delegation aus den
Bereichen Bau, Green Building und Innendesign des Landes Baden- Württemberg.
Geleitet wurde die Delegation vom stellvertretenden Ministerpräsident und Minister
für Finanzen und Wirtschaft, Dr. Nils Schmid. Sie besuchten das Königreich SaudiArabien und Oman vom 30.11. – 06.12.2013. Nach zwei Tagen im Oman setzte die
Delegation ihre Reise nach Saudi-Arabien fort, wo sie an B2B-Treffen mit saudiarabischen Geschäftsleuten in der Riyadh Chamber of Commerce teilnahmen, und dort
auch den Vorsitzenden der Kammer, Dr. Abdulrahman Al- Zamil, trafen. Nach Riad
setzte die Delegation ihre Reise in die Ostprovinz des Königreiches fort. Die Delegation
traf sich auch mit dem Generalsekretär der Asharqia Kammer Abdul Rahman bin
Abdullah Al-Wabel in Jubail und nahmen an einem Matchmaking-Event und B2BTreffen in den Räumlichkeiten der Kammer teil.
Am 1. Januar wird zudem der AHK German Desk in der Asharqia Chamber in Jubail die
Arbeit aufnehmen. Der German Desk zielt auf die Förderung deutscher Investoren und
Joint-Venture-Projekte ab und ist auf die spezifischen Anforderungen und Bedürfnisse
deutscher Produkte und fortschrittlicher Technologien zugeschnitten. Der German
Desk ist ein wichtiger Schritt, um deutsche Unternehmen der Ostprovinz und
Mitglieder der Kammer zu unterstützen. In enger Zusammenarbeit mit den saudiarabischen Behörden wird dies neue Möglichkeiten für deutsche Firmen in SaudiArabien eröffnen.
Im Dezember hat die AHK Saudi-Arabien in Zusammenarbeit mit mehreren IHKs zudem
Informationstage zum Thema Saudi-Arabien in Hannover, Bielefeld und Kassel
organisiert. Interessierte Unternehmen konnten sich über Saudi-Arabien informieren
und erste Schritte zum Markteinstieg mit Repräsentanten der AHK Saudi-Arabien
besprechen.
AHK Saudi-Arabien arbeitet kontinuierlich an neuen Informationsmaterialien, um die
deutschen Unternehmen besser auf das saudische Geschäftsleben vorzubereiten.
Unsere neuen Handbücher „Gewerblicher Rechtsschutz Saudi-Arabien“, „Business
Legal Guide”, „Directory of Importing Companies in Saudi Arabia”, „Directory of

Liebe Leserinnen, liebe Leser,
Deutschland exportierte Waren im Wert von 7,74 Milliarden Euro in den ersten zehn
Monaten 2013 nach Saudi-Arabien (+12%). Im gleichen Zeitraum wurden Waren im
Wert von über 899 (696) Millionen Euro von Saudi-Arabien nach Deutschland
exportiert. Saudi-Arabien behielt seine Position als wichtigster Handelspartner in der
MENA-Region.

German representatives of a political and business delegation on construction, green
building and interior design of the State of Baden-Wuerttemberg, headed by Deputy
Prime Minister and Minister of Finance and Economic Affairs, Dr. Nils Schmid, visited
the Kingdom of Saudi Arabia and Oman from 30.11.–6.12.2013. After two days in
Oman the delegation continued their trip to Saudi Arabia where they held
discussions and participated in B2B meetings with Saudi-Arabian businessmen in the
Riyadh Chamber of Commerce, where they also met the chairman of the Chamber,
Dr. Abdulrahman Al-Zamil. The delegation also met with the Secretary General of
the Asharqia Chamber Abdul Rahman bin Abdullah Al-Wabel in Jubail and
participated in a matchmaking event and B2B meetings on the chamber’s premises.
From 1st of January 2014 the AHK German Desk will operate in the Asharqia Chamber
of Commerce in Jubail. The German Desk is based on an agreement between
German-Saudi Liaison Office for Economic Affairs and the Asharqia Chamber. It aims
at promoting German investments and joint venture projects by obtaining specific
requirements or needs for German products and advanced technologies. The opening
is an important step to support German companies in the Eastern province and the
members of the Chamber and to create new business opportunities as well as to stay
in close contact with strategic sectors and private enterprises with the cooperation
of the concerned Saudi government bodies.
In December AHK Saudi Arabia also organized information days about the Kingdom.
German companies interested in doing business in Saudi Arabia had the opportunity
to discuss their first steps in the market with representatives of AHK Saudi Arabia
from 17. – 19. December in Hanover, Bielefeld and Kassel.
AHK Saudi Arabia is continuously working on new information materials to prepare
the German companies better on the Saudi Arabia business. Our new Guide
“Gewerblicher Rechtsschutz Saudi-Arabien”, the "Business Legal Guide", the
"Directory of Importing Companies in Saudi Arabia", the "Directory of German
Companies in Saudi Arabia" and our publication "Vergaberecht Saudi-Arabien Rechtstipps für Öffentliche Ausschreibungen" are a perfect first step to approach the
market.

Germany exported goods worth 7.74 billion Euros to Saudi Arabia (+12%) in the first
ten months of 2013. During the same period, goods worth about 899 million Euros
were exported from Saudi Arabia to Germany. Saudi Arabia maintained its position
as the most important trading partner in the MENA region.

Kingdom of Saudi Arabia and Oman from 30.11.–6.12.2013. After two days in Oman the delegation continued their trip to Saudi

District (KAFD) for building site visits, the delegation went to the showroom of Ojail Concepts and Contracting and viewed examples
of interior construction. Amongst the German companies were Brenner Engineering, Ganter Interior GmbH, Allgaier Process
Technology GmbH and GMCTechnology GmbH. “The trip was a further step towards transfer of technology and know-how in the field
of green building and interior design” said Mr. Andreas Hergenroether, Delegate of German Industry and Commerce for Saudi Arabia
and Yemen. The discussions in the Chamber were very fruitful and led to new business ties between Germany and Saudi Arabia. The
German-Saudi Liaison Office for Economic Affairs (AHK Saudi Arabia) cooperated closely with the chamber for this event. The
delegation continued their trip to the Kingdom’s Eastern province for Round-Table-Discussions and to exchange experience with
German companies present in the area. The delegation will also met with the Secretary General of the Asharqia Chamber Abdul
Rahman bin Abdullah Al-Wabel in Jubail and participated in a matchmaking event and B2B meetings on the chamber’s premises. Part
of the program was a visit to Jubail harbor and German logistic companies S.A. Talke, Dywidag and Coperion Middle East Co. Ltd.
before looking at current housing projects with the Royal Commission for Jubail and Yanbu (RCJY). The trip was organized by AHK
Saudi Arabia and the transportation of the delegation was sponsored by Audi Saudi Arabia. Green building is the practice of creating
and using healthier and more resource-efficient models of construction, renovation, operation and maintenance. Green building and
environmental technology plays an important role in the Kingdom’s drive towards the modernization of its infrastructure and energy
efficient construction technologies. Saudi Arabia is a green building frontrunner and is home to the fastest growing construction and
projects market in the Middle East. Green building design and energy-efficient products and technology are being driven by
multibillion dollar spending from both the public and private sector – offering unparalleled opportunities in sectors associated with
green building or green building technology. The Delegation was accompanied by DE Consultant, Stefan Weiler.

German Desk in der Asharqia Chamber in Jubail startet am 1. Januar 2014
Am 21. November wurde ein Memorandum of Understanding für ein German Desk in der Asharqia Handelskammer in Jubail
unterzeichnet. Der German Desk zielt auf die Förderung deutscher Investoren und Joint-Venture-Projekte durch den Erwerb von
spezifischen Anforderungen oder Bedürfnisse für deutsche Produkte und fortschrittliche Technologien. Mit der Zusammenarbeit der
betroffenen saudischen Behörden wird immer nach neuen Projekten Ausschau gehalten, dies wird durch häufigen Kontakt und enge
Kommunikation mit den saudischen Strategiesektoren und private Unternehmen erreicht.
Ab 1. Januar 2014 wird das Buero durch zwei Mitarbeitern der AHK Saudi-Arabien besetzt. Das Memorandum wurde vom
Generalsekretär der Asharqia Chamber of Commerce Abdulrahman bin Abdullah Al-Wabel und dem Delegierten der Deutschen
Wirtschaft für Saudi-Arabien und Jemen Andreas Hergenroether unterzeichnet. „Die Eröffnung ist ein wichtiger Schritt, um die
Mitglieder der Kammer zu unterstützen und neue Geschäftsmöglichkeiten zu eröffnen,“ so Al Wabel. Er bedankte sich für die
Unterstützung der AHK und betonte die engen wirtschaftlichen Beziehungen zwischen Deutschland und Saudi-Arabien. „Dies zeigt
die Wichtigkeit des Standorts Jubail für die Schwerindustrie“, ergänzte Al Wabel.

German Desk in the Asharqia Chamber in Jubail starts operating from January 1st 2014
On November 21st a Memorandum of Understanding was signed in Jubail to establish a German Desk in the Asharqia Chamber of
Commerce. The German Desk aims at promoting German investments and joint venture projects by obtaining specific requirements
or needs for German products and advanced technologies as well as the discovery of the seeds of new project through frequent
contact and close communication with Saudi strategic sectors and private enterprises with the cooperation of the concerned Saudi
government bodies.
The office will be opened on January 1st 2014. The memorandum was signed by Abdul Rahman bin Abdullah Al-Wabel - the Secretary
General of Asharqia Chamber of Commerce and Andreas Hergenroether - the Delegate of the German Industry for Saudi Arabia and
Yemen. "The opening is an important step to support the members of the Chamber and to create new business opportunities," said Al
Wabel. He thanked for the support of the AHK and emphasized the close economic relations between Germany and Saudi Arabia.
"This shows the importance for heavy industry at the location Jubail," added Al Wabel.

Hochrangige Vertreter von SADARA Chemical Company und Dow besuchen Stade
Gleich mehrfach wurde jetzt Geschichte im Historischen Rathaus von Stade geschrieben. Erstmals trugen sich Gäste aus SaudiArabien ins Goldene Buch der Hansestadt ein. Erstmals waren die Dow-Chefs aus Deutschland und den USA im Königsmarksaal.
Erstmals werden 170 internationale Trainees im Stader Dow-Werk ausgebildet.
Möglich macht das die Zusammenarbeit des Chemiekonzerns mit dem saudi-arabischen Unternehmen Sadara, das weltweit
Mitarbeiter für eine der größten Chemiefabriken weiterbilden lässt. Sadara und Dow werden diese Chemiefabrik gemeinsam bauen
und betreiben. Damit liegt Stade gleich in mehreren Punkten an der Spitze dieser Kooperation. Bei einem Empfang feierte Sadara
gemeinsam mit der Dow einen Meilenstein im Bau dieser gigantischen Chemiefabrik am Persischen Golf ausgerechnet in der
beschaulichen Hansestadt. Mehr als 20 Milliarden Dollar werden in das Projekt investiert. Im Jahr 2015 soll die Anlage in Betrieb
gehen. Sadara Chef Ziad Al-Labban trug sich als erster Araber in das Goldene Buch von Stade ein (Foto unten neben Bürgermeisterin

High-ranking representatives of SADARA Chemical Company and Dow visit Stade
Several times history has been written in the Historical town hall of Stade. Guests from Saudi Arabia have been recorded for the first
time in the Golden Book of the hanseatic city. Also for the first time the Dow leaders from Germany and the USA were in the King's
Mark Hall. Furthermore 170 international trainees will be trained for the first time in the Stader Dow plant.
The education of employees around the world for one of the largest chemical plants is made possible by Sadara’s cooperation with
Dow. Sadara and Dow will build and operate this chemical factory together. Hence, Stade is located at the top in several points of
this cooperation. At a reception in the quiet hanseatic city, Sadara reveled with the Dow a milestone in the construction of this
gigantic chemical factory in the Persian Gulf. More than 20 billion dollars will be invested in the project. The plant will go into
operation in 2015. Sadara president Ziad Al-Labban was the first Arab to sign the Golden Book of Stade (above photo next to Mayor

Informationstage für deutsche Unternehmen in Hannover, Kassel und Bielefeld
Für einen unternehmerischen Erfolg in diesem Markt sind allerdings die Kenntnisse der wirtschaftlichen und rechtlichen
Besonderheiten unerlässlich. Vor diesem Hintergrund organisierten die Industrie- und Handelskammern in Hannover, Kassel und
Bielefeld in Zusammenarbeit mit der Delegation der Deutschen Wirtschaft in Saudi-Arabien (AHK Saudi-Arabien) vom 17.-19.
Dezember Informationsveranstaltungen rund um Saudi-Arabien. Die Unternehmen nutzten die Gelegenheit, um aus erster Hand
Informationen über das Saudi-Arabien-Geschäft zu erhalten. Andreas Hergenröther, Delegierter der Deutschen Wirtschaft in SaudiArabien beriet Unternehmen zu den Themen der Geschäftsanbahnung, Exportgeschäft und gab Auskunft über die jüngsten
wirtschaftlichen Entwicklungen. Er stand an diesen Tagen den Unternehmen zur Entwicklung und Überprüfung von
Geschäftsstrategien in individuellen Einzelgesprächen zur Verfügung. Saudi-Arabien ist auf dem Weg zu einer Industrienation.
Andreas Hergenröther sagte: „Die deutsche Wirtschaft steht für faire Geschäfte und den aktiven Transfer von Know-how und
qualitativ hochwertiger Produkte. Dies spiegelt sich auch in den Exportzahlen nach Saudi-Arabien wieder.“ Saudi-Arabien ist ein
Land mit großem Potenzial. Das Interesse der deutschen Wirtschaft an Saudi-Arabien ist noch nie so groß gewesen wie heute. Über
1.000 deutsche Unternehmen sind dort. Saudi-Arabien ist nicht nur ein Markt für die großen Global Player, auch mittelständische
deutsche Unternehmen haben u. a. mit Nischenprodukten den Einstieg bereits realisiert.
Saudi Arabia Information Days for German companies in Hanover, Kassel and Bielefeld
To launch a successful business in the Saudi market it is obligatory to know the legal framework as well as the specific market
environment. For this reason IHKs in Hanover, Kassel and Bielefeld organized Information Days between 17.-19. December in
cooperation with AHK Saudi Arabia. The companies took the opportunity to inform themselves about doing business in Saudi Arabia.
Andreas Hergenröther, Delegate of German Industry and Commerce for Saudi Arabia and Yemen gave advice regarding initial
business contacts as well as export business and informed about the latest economic developments. He also shared his knowledge
with the attending companies and gave advices regarding new business strategies for Saudi Arabia. Saudi Arabia is on a good way to
establish itself as an industrial nation on the global market. But Saudi Arabia still suffers under a misperception in Germany. Due to
its fossil resources Saudi Arabia is a wealthy country. Andreas Hergenroether stated “The German economy stands for fair business,
the active transfer of knowhow as well as for high quality products; this is also reflected in the export figures.” Saudi Arabia is a
country of high potentials. The interest of German companies in doing business with Saudi Arabia has never been this big. More than
1000 German companies are. Saudi Arabia is not only a market for global players. German medium sized companies have successfully
entered the market and show an outstanding performance with their niche products.

Neuer Leitfaden Vergaberecht
In Saudi-Arabien sind öffentliche Ausschreibungen von besonderer Bedeutung, da das Königreich in
seinen aktuellen und langfristigen Haushaltplanungen hunderte Milliarden von US-Dollar für eine
Vielzahl von Projekten zur Verfügung gestellt hat. Mit einem Projektvolumen von 788 Mrd. USDollar ist Saudi-Arabien laut dem MEED Gulf Projects Index führend in der gesamten MENA-Region.
Derzeit plant die Regierung, bis zum Jahr 2020 alleine 100 Mrd. US-Dollar in Transportprojekte und
80 Mrd. US-Dollar für neue Kraftwerke zu investieren. Wie in Deutschland werden solche
staatlichen Projekte bzw. Aufträge der öffentlichen Hand durch öffentliche Ausschreibungen
vergeben. Aufgrund des hohen Wettbewerbs ist es umso wichtiger, sich bestmöglich auf
bevorstehende Ausschreibungen vorzubereiten.
Auf über 140 Seiten vermittelt der Guide praxisnah und detailliert Informationen u.a. zu den
Themenbereichen: der Grundzüge des saudi-arabischen Vergaberechts, Projektdurchführung,

German companies’ exports to Saudi Arabia have been rapidly increasing during the last years. For
a successful export business the choice for the right importing company is crucial. For this reason,
AHK Saudi Arabia published the new “Directory of Importing Companies” in order to assist
companies to place their products on the Saudi market.

German companies’ engagement in the biggest economy and market in the MENA-Region has grown
rapidly during the last decade. By now more than 400 German companies are established in Saudi
Arabia. German enterprises have successfully contributed to economic development in Saudi

Stefan Weiler arbeitet seit Januar 2013 als Consultant in der DEinternational Abteilung bei der AHK Saudi-Arabien. Herr
Weiler hat Internationale Betriebswirtschaftslehre in Oxford, Madrid und Nizza und Internationale Politikwissenschaften
in London studiert. Er beherrscht Deutsch und Englisch verhandlungssicher in Wort und Schrift und spricht fließend
Spanisch. Zuvor war er bei der BMW AG und bei der Daimler AG im internationalen Vertrieb tätig. Herr Weiler ist bei
der AHK Saudi-Arabien im DEinternational-Team verantwortlich für die Branchen Energie und Infrastruktur. Zu seinen
Hauptaufgabengebieten bei der AHK zählen die Beratung von deutschen und saudi-arabischen Unternehmen, die
Organisation und Durchführung von Delegationsreisen, Veranstaltungen und weiterer Projekte.

Since January 2013 Stefan Weiler has been working as a consultant at the DEinternational department of AHK Saudi
Arabia. Mr. Weiler has studied International Business Management in Oxford, Madrid and Nice and International
Relations in London. He is fluent in German and English, and to a lesser extent in Spanish. Previously, he worked at
BMW AG and Daimler AG in international sales. Mr. Weiler is responsible at the AHK Saudi Arabia in the DEinternational
team for the energy and infrastructure sectors. His main areas of responsibility at the AHK include advising German and
Saudi Arabian companies, organizing and executing trade missions and other projects.

Riad: Pressentaion und Pressenkonferenz für die weltführende Messe für Intralogistik CeMAT in
Hannover
Bernd Rohde, Direktor von CeMAT / CeMAT Worldwide und Andres Hergenröther, Delegierter der Deutschen Wirtschaft für SaudiArabien, Bahrain und Yemen haben in einer einer Pressenkonferenz kündigten in, dass die CeMAT, die weltführende Messe für
Intralogistik, welche von der Deutsche Messe AG in Hannover auf der weltgrößten Messegelände unter dem Motto „ Smart –
Integrated – Efficent“ von 19ten bis 23ten Mai organisiert und ausgestellt wird.
Die Deutsche Messe AG, welche seit vielen Jahren offiziell von der Delegation der Deutschen Wirtschaft für Saudi-Arabien, Bahrain
und Jemen (AHK Saudi-Arabien) im Königreich vertreten wird, ist seit Jahrzehnten eine weltweit führende Plattform für industrielle
Inovationen, die alle Aspekte der Energieversorgung, Automatisierung, IT und Intralogistik abdeckt. Hergenröther sagte in seiner
Rede: „Die Logistik ist eines der Hauptindikatoren für die wirtschaftliche Entwicklung und einer erflogreichen Investitionsförderung

CeMAT ist ein internationales Portal, die mit ihrer Einzigartigkeit, der Branche ein Fundament für eine durchschlagende Renaissance

Saudi Arabian Ports Authority, S.E. Eng. Al Tuwaijri eine delegation von 30 Häfen und Unternehmensvertreter die weltführende
Messe für Logistik und Mobilität in München durchgeführt. Im Jahre 2012 eine saudische Delegation ein hochrangiges Treffen mit
dem deutschen Staatssekreter für Transport, S.E. Jan Mücke organisiert und zu guter letzt begleitete die AHK Saudi-Arabien eine
saudi-arabische Delegation, zu der Transport- und Logistikmesse an der auch saudische Unternehmen ihre Produkte ausgestellt
hatten.

Presentation & press conference for the world's leading fair for intralogistics CeMAT held in
Riyadh
On December 1st Mr. Bernd Rohde, Director of CeMAT / CeMAT worldwide and Mr. Andreas Hergenroether, Delegate of German
Industry and Commerce for Saudi Arabia and Yemen held a press conference to present CeMAT, the world’s leading fair for
Intralogistics, which will be organized by Deutsche Messe AG in Hanover at the largest trade fair venue of the world. It will take
place from 19th to 23rd of May 2014, under the slogan “Smart – Integrated – Efficient”.
Deutsche Messe AG, which has been officially represented in KSA by the German Saudi Arabian Liaison Office of Economic Affairs
(AHK Saudi Arabia) for many years, has been the world’s leading platform for industrial innovation for decades covering all aspects
from energy supply, automation, IT to intralogistics. “Logistics is definitely a key factor for economic development and successful
investment promotion. For Germany, which is ranked at rank 4 in the World’s bank logistic performance Index, the continuous
development of logistics has definitely been one major reason for its economic success,” Hergenroether said.
CeMAT is the international showcase for an industry of true innovative power. As for KSA a clearly defined objective consists in the
industrial diversification and the investment promotion and it is evident that logistics and in particular intralogistics are of crucial
importance for the performance of Saudi-Arabian industries. CeMAT offers the industry a platform that is internationally unique.
Although German companies such as DHL, DB Schenker, Alfred Talke and Kuehne & Nagel have been very successful for many years
in the logistic sector, Hergenroether still sees huge potential for the future. After the press conference Mr. Bernd Rohde met with
Eng. Abdul Aziz Mohammed Al Tuwaijri, President of Saudi Ports Authority and Eng. Sami Ben Freij Al-Oaudi, Vice President of SPC
for Postal Services to promote CeMAT and invite them to the trade fair. For the next edition of CEMAT in 2014 AHK Saudi Arabia is
planning to organize a Saudi-Arabian business delegation to Hanover. Exhibitors at CeMAT 2014 will showcase their products on a
gross exhibition floor area of around 160,000 square meters. The displays will include extensive national group presentations from
Italy, France, the UK, Netherlands, Sweden and Spain, thus giving European manufacturers the opportunity to profile their
intralogistics competence alongside German companies. In the past AHK Saudi Arabia already organized several Saudi Arabian
business delegations to Germany. In 2011 the President of the Saudi Arabian Ports Authority H.E. Eng. Al Tuwaijri headed a
delegation of about 30 ports and business representatives to the world’s leading trade fair for logistics and mobility in Munich. In
2012 a Saudi business delegation held a high-ranking majlis meeting with H.E. Jan Muecke, German State Secretary of the Ministry of
Transport, and finally this year in June AHK Saudi Arabia accompanied a Saudi delegation to Transport Logistica in Munich where
Saudi Arabian companies participated as exhibitors.

New SAGIA regulation regarding the license Duration:
SAGIA is now renewing the license for 1 YEAR if the company has the following:

The company has more than 50 Employees
•
Has less than 50 but in the Industrial Sector
Which mean that any services companies (construction , IT,…) has less than 50 Registered
employees, will renew their license for 6 months only ( SAGIA license duration)
2Renewing Time:
SAGIA is now requesting all the companies to start renewing the license, for all the companies
before 2 Months (60 days) of the Expire date. In order to avoid your account in the bank/CR and
other documents will freeze. The process will take 2 months to be renewed (less of more depend
on the Branch/company activity)
3New SAGIA requirements for Industrial
SAGIA is now requesting the last 3 (Three) Balance Sheets for any new Industrial companies coming
to Saudi Arabia, Which means both industrial & Services are now sharing this requirements.

will be subject to one of the penalties stated in (Article 10) of the regulations, these violations are

1. Difference between the trade name in CR and the name in SAGIA license
2. Disposition of raw materials or machinery or imported capital equipment by sale or lease.
3. Export or import any materials not related to entity’s activity.
4. Waive or lease of SAGIA license without obtaining the SAGIA approval.

with a written notification to SAGIA.
Reduce the invested capital below the required minimum for the licensed activity.
Transfer of sponsorship of all or some manpower of the project to individuals or other
entities without the approval of SAGIA.
Hiring the manpower registered under the project to individuals or entities or employ to
others.
Selling the visas issued for the project
Refrain to receive SAGIA inspector or refuse to cooperate or not providing the docs required
during inspection of entity.
Poor organization of industrial processes within the plant.
Utilizing the entity site for non-authorized activities.
Non receipt of the original license upon completion of establishment procedures within one
month of the date of completion of regular docs.
Not starting the activity of service projects within (6) months from the issuance date of
license.
Not starting the activity of industrial projects within (12) months from the issuance date of
license.
Not applying for SAGIA license renewal prior to its expiration.
Not obtaining contracts or business to practice investment activity within (6) months of the
license date (non activation of project).
Not obtaining one contract for contracting entities within the first year of license issuance.
Non availability of technical team (project management) or engineers for contracting
entities.
Not obtaining final approval of competent bodies to practice activity within the first year of
license issuance.
Not proving housing for manpower or granting their rights.
Non completion of subsequent regulatory procedures of investment license within 3 months
of license date.
Not starting activity after expiration of specified schedule in application without
justification within period of (30) days prior to schedule expiration.
Exceeding the licensed production capacity without SAGIA approval.
Non renewal of docs (official and non official) required for execution of licensed activity
within one month of expiration.
Reduce entity capital after license without justification
Non renewal of docs without regulatory justification in accordance with rules and
regulations.
Hiring manpower that not under sponsorship of entity.
Hiring nonresident manpower.
Not changing the Iqama title of entity owner to (General Manager) in passport and/or
residence permit.
Failure to provide statement of execution of works in line of capital
Not submitting a detailed balance sheet approved by an authorized accountant within (6)
months after end of a complete financial year for the entity (as per CR).
38. Selling of contracting contracts to other entity without SAGIA approval.
39. Not depositing the entity capital in a Saudi bank within a period not exceeding (4) months of
license issuance date and notify SAGIA in the form provided.
40. Use of name or logo of international or local commercial agency without permit
41. Providing fake contracts.
42. Inadequacy of project site to the volume of the investment licensed by SAGIA.
43. No investment license for the company branches.
44. No investment licenses for marketing centers related to the entity.
45. Non completion of the documentary government formalities for branches or marketing
centers.
46. Non activation of the braches of entity licensed by SAIGA.
47. Non existence of a signboard of entity which matching the official licensed name upon
inspection.
48. Exercise an investment or commercial activity that not licensed.
49. Existence of premises for another project in the same site.
50. Non compliance to the rules and instruction issued by the competent government ministries
and departments.
51. Not paying salaries and dues of manpower who under the entity sponsorship regularly in
timely manner.
52. Non compliance with Saudization in accordance with the international conventions in which
it’s a party thereof as well as instruction of MOL by observing the type of the licensed
activity.
53. Non compliance for respect of rights of others related to intellectual property rights.
54. Not to take advantage of real state ownership for which it is licensed within the period
specified by SAGIA.
55. Non compliance to produce the licensed products (industrial licenses) or reduction of
production capacity.
56. Non addition of branches in GOSI and Zakat certificates.
57. Non existence of accounting system for the entity, not registering the daily accounts entries.
58. Non existence of organizational chart showing titles and duties.
59. Carrying out commercial or services businesses other than the licensed through the company
site.
60. Non compliance with the conditions, instructions, undertakings or commitments stated in
the new license, renewal or amendment applications (in paper or electronic).
61. Non compliance with any of regulations or instruction related to the activity.
62. Non existence of the project within the organizational chart of factories.
2- When rating the penalty, you should consider the proportion between violation and penalty, and
should observe mitigation, the tough circumstances are:
 (A) Violation severity
 (B) Violation frequency
 (C) Multiple violations of the investor for regulations
 (D) If the violation resulted in damage to the financial or security systems of the state.
 (E) If the violation resulted in deception which leads to harm the people health.
 (F) If the violation associates with an attempt to disrupt the works of inspection on entity in
order to hide the sights of the violation.

Die IHK Ostwestfalen und die Delegation der
Deutschen Wirtschaft in Saudi Arabien haben die
Einrichtung eines „Saudia Arabia Desk“ zum 1.
Januar 2011 in der IHK in Bielefeld vereinbart. Es
handelt sich um den bundesweit ersten Saudi Arabia
Desk. Die Vereinbarung hat das Hauptziel, die
beiderseitigen
Wirtschaftsbeziehungen
zu
intensivieren. Die IHK will beim Thema SaudiArabien erster Ansprechpartner für Unternehmen in
Nordrhein-Westfalen
sein
und
als
NRWSchwerpunktkammer für die arabischen Golfstaaten
den Unternehmen einen noch intensiveren Service
bieten.
Mit dem Saudi Arabia Desk möchten IHK und AHK
intensiv und zielgerichtet über die bestehenden
gegenseitigen Geschäftsmöglichkeiten informieren,
etwa durch gemeinsame Informationsveranstaltungen
und Fachsymposien zu aktuellen Themen der deutsch-saudi-arabischen Wirtschaftsbeziehungen. Darüber hinaus sollen in
Zusammenarbeit mit anderen Akteuren und Organisationen im deutsch-saudi-arabischen Geschäft Netzwerke aufgebaut,
Unternehmerreisen nach Saudi-Arabien organisiert und Informationen über internationale relevante Messen gegeben werden.

Due to the high potential of the Saudi market and the increasing demand of German small and medium sized enterprises
(SMEs) AHK Saudi Arabia and the Chamber of Industry and Commerce of Eastern Westphalia (IHK) based in the city of Bielefeld
established in the beginning of 2011 the first Saudi Arabia Desk in Germany.
The aim of the Saudi Arabia Desk is to intensify the bilateral economic relations. By now IHK is the first contact partner for
SMEs in North Rhine-‐Westphalia and the whole of Germany with regard to information and consultancy for business in Saudi
Arabia. As the nucleus chamber for the Arabian Gulf in Germany IHK Bielefeld will be able to offer a much better service to
all companies.
With an exporting volume of approximately 5.8 billion Euros in 2010 the German economy is one of the three most important
importing countries for Saudi Arabia and the most important in Europe. Public tenders as well as private projects for several
hundred billion Euros are planned in the field of infrastructure, petrochemicals, health care and education. Made in Germany
are frequently demanded by Saudi decision makers especially when projects are including the needed transfer of technology
and know-‐how. During the last decade the German-‐Arab trade volume grew from 14.5 to 42 billion Euros. Exported goods
were foremost machinery, metals and plastics, electronics and electro technical supplies.
With the Saudi Arabia Desk IHK and AHK would like to organize common information events and expert symposiums in order to
inform intensively and detailed about the latest topics of the German-‐Saudi relations and business opportunities.
Furthermore it is planned to build up a strong network with all players and organizations in the German‐Saudi Arabian
business. Additionally business delegations to Saudi Arabia shall be organized and information about known international
trade fairs shall be provided to companies in Saudi Arabia and Germany.
