Unit Description
For CETRAD, 2009 was another year of intensive work and stimulating challenges: the Centre worked hard to affirm its transdisciplinary research
approach and to extend its commitment to other methodologies. The Centre’s commitment to core disciplinary areas of sociology, anthropology,
demography and geography, and their interface with contributions from the other disciplines that contribute to development studies (economics and
management), reflects the ongoing evolution of its transdisciplinary approach and the adjustments it has made to the broad themes and specific
research lines on which it focuses.
The key characteristics of CETRAD’s governance structure and management style remain unaltered. Its Director, Deputy Directors and the 2
coordinators of each of the 3 Research Groups (RGs) form a 9-member Executive Committee (EC) responsible for designing, co-managing and
monitoring the research strategy. The Director is responsible for the Unit’s overall scientific and administrative management. CETRAD’s key decisionmaking body is its Scientific Council (SC), made up of all eligible researchers with PhDs, plus elected representatives of pre-doctoral staff. Associate
Researchers (mainly representing Units with which CETRAD collaborates closely), are nonvoting members of the SC, contributing on questions of
strategy and scientific quality, and serve to strengthen national-level networking. An Advisory Committee (AC) of up to 5 external (mainly non-national)
members supervises and evaluates CETRAD’s work, providing guidance on issues of strategy and performance. Currently, the AC has 3 members: Jan
Douwe van der Ploeg (http://www. jandouwevanderploeg), J Ramón Cuadrado (http://www2.uah.es/jrcuadrado), and Alain Tobelem
(http://perso.orange.fr/sadci/fr/ infogen.html), from the Universities of Wageningen, Alcalá and Sophia-Antipolis, respectively. CETRAD provides inhouse financial, IT and legal advice, and is supported administratively by the Department of Economics, Sociology and Management (DESG). (For more
details on DESG, visit http://www.utad.pt/pt/departamentos/achs/desg/index.html. For more details on CETRAD, visit www.cetrad.info).
A visit by one of CETRAD’s Advisory Committee members, Prof. J Ramón Cuadrado of the University of Alcalá, Spain, allowed him to update his
knowledge of its recent activities. At the final meeting, while recognising the wide scope of interests that a development-focused research centre
inevitably needs, he stressed the need to reduce the dispersion of CETRAD’s interests and efforts ahead of the FCT’s next evaluation exercise. A

summary of his recommendations was distributed to all CETRAD researchers, discussed by all 3 Research Groups, and has stimulated a number of
changes.
CETRAD also revised and approved new financial management rules including provision for a part of researchers’ funding to be distributed on the basis
of research productivity.
General Objectives
There are 2 main reasons why CETRAD addresses territorially-specific development issues resulting from the complex interplay of marginalisation and
centralisation processes: (1) they reflect a wide range of social, cultural, environmental and economic problems demanding urgent solutions; and (2)
these territories have resources, assets and opportunities with the potential to enrich local communities and promote local and regional development.
CETRAD applies a predominantly transdisciplinary approach to the social reality of peripheral territories, exploring the synergies between various
disciplines so as to promote practical outcomes. In doing so it aims to deliver knowledge that is cutting edge and applicable. CETRAD delivers to all
types of organisations and communities, information, methodologies, technologies, resources and organisational strategies that are tailor-made to
promote local/regional development. Research is reflexive and participatory, and involves the collection, use and integration of feedback from all
project stakeholders. Its mission is pursued in partnership with institutions that share its concerns, with a view to (1) improving understanding of how
sustainable local/regional development can be achieved; (2) developing appropriate research methods; and (3) generating research results that
contribute to more effective development policies and organisational strategies.
CETRAD strengthens the research process and the quality/quantity of its outputs via: (1) Internationalisation: by intensifying its involvement in
international networks and collaborative projects CETRAD has improved its research capacity and its ability to disseminate its work within
academic/practitioner communities by increasingly publishing in peer-reviewed, international publications; (2) Networking: through organic growth,
the incorporation of new (principal/associate) researchers, and the recruitment of full-time research fellows from overseas, CETRAD has gained greater
‘critical mass’ in existing areas of strength and new areas of interest, allowing it to reinforce/expand its national/foreign networks; (3) Science dynamic:
researchers have a key involvement in Masters and PhD courses in UTAD, and contribute to similar programmes in other national and foreign
universities; these activities help to disseminate research results more widely, and create opportunities for further research through new projects and
thesis supervision; also CETRAD has been able to attract funded PhD and postdoctoral students from Portugal/abroad, in particular through FCT
programmes; (4) Scientific Value Added: in turn, CETRAD’s greater critical mass, expanded research capacity, internationalisation/networking and
increased scientific dynamic have allowed it to address more complex, Europe-wide and international problems, and to provide better policy advice.
Main Achievements during the year of 2009
In 2009, CETRAD continued to produce research that the community (firms, consultants, NGOs, civil society, government) has found relevant and
useful, as indicated by its continued ability to attract contracts from public, private and 3rd sector entities, despite the difficult economic conjuncture.
Its high profile as a regional and national player derives from its history, the quality of its research, its regional embeddedness and its proactive stance.
Researchers continued their work on: migration, gender and health, urban/regional development, and social policy – all analysed against a background
of globalisation and the current economic downturn (RG1); entrepreneurship/innovation, and the sectoral, organisational and market-specific
adaptation of public, private and 3rd sector management practices and strategies (RG2); agrifood value chains, environmental assessment and the
value of environmental assets, heritage applications of cultural economics, and national and international trends in tourism (RG3).
CETRAD’s Iberian partnerships continued to evolve, though progress has been slow in building a network of development-focussed research units
embracing the public universities of the Portuguese Interior. International research collaboration was consolidated with CENACYT (Panama’s equivalent
of FCT), and in the EU through projects such as RAPIDO, LAMA, REAL and EUROFOREX). New networking relationships began thanks to CETRAD’s two

new postdoctoral research fellows who have already provided impetus to future links with Polish and Indian universities (see RG1 and RG2’s
publications), and via member's supervision of Masters and PhD projects as part of UTAD's Luso-Brazilian Agreement.
At the end of 2009, CETRAD hosted 42 researchers with PhDs. Research output remained solid, with greater emphasis placed on giving papers at
international conferences prior to submitting improved versions for publication in peer review journals. A significant number of edited books was also
produced. More specifically, 21 articles in peer review journals (of which 13 international) were published, along with 4 books, 24 book chapters and 48
papers in conference proceedings (of which 46 international). 8 PhD and 12 Masters theses supervised by CETRAD staff were concluded. CETRAD’s
regular seminar series (SPID) continued to contribute to the building of research capacity, networking, dissemination of results and collection of
stakeholder/community feedback. During 2009, 22 seminars were held, involving 67 speakers (of whom 40 external), each session attracting
participants from around 20 institutions, with audiences ranging from 20 (at workshops) to 150 (at major seminars). In the same period, 9 international
and 18 national projects were being carried out by CETRAD researchers.
Activities
Integrative/multidisciplinary activities during the year of 2009
Since transdisciplinary research lies at the core of CETRAD’s mission, most of the projects undertaken by its 3 RGs deploy multidisciplinary teams and
use techniques that draw on several disciplinary traditions (REAL and RAPIDO projects). Though most of its researchers teach in the same Department,
their varied disciplinary backgrounds and professional experience reflect CETRAD’s commitment to multi- and transdisciplinary approaches. While half
of its senior staff has doctorates with a strong sociological/rural development orientation, their initial training ranges from agronomy to anthropology.
Other staff whose first degrees are in economics or management have frequently applied these disciplinary skills to the analysis of the broader social
dimensions of regional, rural and local development. In 2009 CETRAD’s research assistants were completing PhD theses in sociology, anthropology,
economics, management, tourism and rural development, among other relevant fields. While each RG retains its particular identity and thematic
priorities, clear evidence of the multidisciplinary nature of much of CETRAD’s research can be seen in the number of publications that are co-authored
by members of different disciplinary areas (or, indeed, if different RGs), by their participation in projects that transcend disciplinary boundaries, and by
their co-organisation of multidisciplinary research-related events. CETRAD members regularly collaborate in projects, conferences and publications with
researchers from other disciplinary backgrounds, both within UTAD (in particular, with colleagues from the environmental and agrarian sciences), and
across a broad spectrum of other Portuguese higher education and governmental institutions. CETRAD’s own seminar series (SPID) is explicitly
multidisciplinary and many of its seminars are potentially transdisciplinary; the SPIDs have continuously provided opportunities to build bridges within
the social sciences and extend them to areas of related interest in other scientific fields as apparently distinct as forestry, civil engineering and ethics.
The SPID series continues to hone the research capacities of young researchers both from CETRAD and other institutions in disciplinary,
multidisciplinary and transdisciplinary methods: researchers and invited speakers present their work for discussion, creating new opportunities for
future collaboration between individuals and between research centres. Book launches and ‘live’ critical reviews of recently published articles and other
publications are also used to promote integrated exchanges between disciplines. SPIDs also open up CETRAD’s research to scrutiny from
individuals/groups from other academic institutions, from the business community, local/regional administration, the public sector, the 3rd sector and
civil society in general, who are often more attuned than academics to the interdisciplinary connections that particularly characterise the development
problematic.

Objectives & Achievements
Objectives
RG1’s focus is mainly on peripheral territories that suffer from specific, persistent and mutually reinforcing socioeconomic problems, such as
demographic imbalances, migration, poverty, unemployment, weak economic performance, among others. Since globalisation constantly remoulds
these problems, a main research concern is to examine how to counteract their advance and alleviate their impact, so as to promote greater socioeconomic and territorial inclusion.
Using mainly inland/mountain regions as its focus, research revolves around 6 questions: (1) What are the effects and impacts of economic cycles, and
the corresponding policy interventions and reforms, on the development process (in general) and on the emergence/evolution of the abovementioned key problems (in particular) in specific peripheral territories? (2) How well do key local/regional economic sectors and social groups adjust
to globalisation? (3) What specific factors constrain the effectiveness of policies to mitigate the problems of peripheral territories? (4) Can
improvements be made in the relevance of government and EU policy interventions to the specific realities of peripheral territories? (5) Can urban
centres in relatively rural areas act as economic hubs i.e. attractive to entrepreneurs and to new investment flows, a magnet for new people and skills, a
provider of local employment, and a potential retainer of value added and human resources? (6) To what extent does the incidence of “new social
problems”, such as the arrival of new immigrant groups, the growth of prostitution, the emergence of the “new poor”, the concentration of HIV
sufferers and drug dependents in non-metropolitan areas) differ between peripheral and non-peripheral territories?

Objectives & Achievements
RG1’s key achievements in 2009 include a wider understanding in the following areas: (1) knowledge and learning systems, particularly in Africa; (2)
labour-market-based gender inequalities and the corresponding social practices; (3) the social context of HIV-AIDS sufferers; (4) territorially-based
programmes for the delivery of inter-municipal collective services; and (5) socio-economic impacts of economic, trade and fiscal/budgetary cycles.
Research results and policy recommendations were discussed with target institutions/actors at seminars/workshops at different phases of the research
cycle.
RG1’s research output included 1 article in a national journal and 4 in international journals, 1 book and 4 book chapters, and 4 papers in international
conference proceedings. One researcher successfully completed his “Agregação” (equivalent to habilitation) on Theories of Economic Growth and
Social Development. As part of an FCT funded research integration initiative aimed at young students, 5 undergraduates undertook supervised
research that will extend through into 2010, on areas of interest to the Research Group (the impact of EU economic cycles, anthropology of health, and
the development impact of small towns). The RG’s research also led to the successful completion of 2 Master’s dissertations (one on tourism’s potential
impact on regional development, the other on the social impact of a Brazilian hydro-electric scheme) and 1 PhD thesis (on the convergence of EU
member state’s business cycles), thereby contributing to the academic progress of younger researchers.

Future Research
Objectives
In 2010, RG1 will mainly focus on intensification of internationalization through its researchers’ participation in 3 EU projects (one of which with Spanish
partners). RG1 will also continue to increase its productivity in terms of publications. Its researchers will be involved in organizing: (1) a summer course
– the 2nd Course on the Theory & Practice of Developing Networks and Partnerships (Animação de Redes e Parcerias: Teoria e Prática) in collaboration
with colleagues from another of CETRAD’s RGs; (2) a national conference on “Islam, Islamism and Globalisation” and a number of CETRAD’s in-house
seminars (SPIDs). RG1 researchers will continue their work as members of Scientific Boards of national and international conferences as well as national

and international scientific journals. An effort will be also made in terms of reinforcement of the quantitative analytical skills of RG researchers through
their participation in advanced courses of mathematical applications in the social sciences. Initiatives will be taken to increase co-operation with other
national and international research centres. In the light of retirements/withdrawals from and additions to the complement of RG members with PhDs,
and recommendations made by Advisory Committee members, in 2010, RG1 will also promote an internal discussion (involving initial brainstorming
sessions, followed by more structured debate and proposals) with a view to refining/defining its research focus ahead of the next FCT evaluation
exercise. Though the influx, at the end of 2009, of 14 new members (all experienced researchers with PhDs) from the Polytechnic Institute of Maia
(ISMAI) will provide CETRAD with and organisational and strategic challenge during 2010, the effect on RG1 will be modest, given that most of the new
members are tourism specialists with predominantly historical training and perspectives.

Objectives & Achievements
Objectives
In response to today’s rapidly changing competitive, regulatory and socio-political environment, the main focus of RG2 has remained the analysis of
conditions that may permit all types of organisations to achieve more successful/sustainable innovative and adaptive strategies. Its work focuses on
two key processes that impact on the performance, adaptability, efficiency, competitiveness and sustainability of organisations of all types – namely,
innovation (in all its manifestations) and human capital development (via education and training). On this basis, the RG aimed to: (1) generate
knowledge and design policy/strategy inputs, drawing on concepts, models, methodologies and tools from various areas of social and related sciences,
e.g. innovation systems; rural sociology; public, private and 3rd sector management; organisational theory; and micro-, macro- and labour economics
and (2) reinforce relations with research beneficiaries by helping to strengthen local business communities, institutions, filières and territorial valueadded retention capacity, through the production/dissemination of case-specific research results and tools, provision of training, and by promoting
participation in action-oriented seminars/workshops.
Main Achievements
Naturally, the major outcomes of the RG’s work during 2009 have been related to the production/diffusion of the results of its work in its main areas of
research interest, as evidenced by the 3 funded projects on which it is currently working. In 2009, RG2 published 9 articles in peer review journals (of
which 6 international), 5 book chapters, and 31 papers in proceedings (30 of which international events). As part of an FCT funded research integration
initiative aimed at young students, 4 undergraduates undertook supervised research that will extend through into 2010, on areas of interest to the
Research Group (on health organisations, the development impact of training/education policies, and on entrepreneurship). Six Masters theses in RG2’s

thematic area were successfully defended (in small business marketing strategies, quantifying small business sustainability, yoga and entrepreneurial
propensity, citizenship and pro-environment behaviour, attitudes to automatic dispensing of drugs in hospital pharmacies, and patient satisfaction in
long term recovery clinics). Two 2 PhD theses were successfully completed, one on the economic valuation of cultural heritage, and the other on
council employees’ levels of commitment. RG coordinator; José Portela organised CETRAD’s Spring Seminar on “Transdisciplinarity ion the social
sciences”, which attracted over thirty participants from 6 different institutions. Much of the group’s published output has originated in staff supervision
of theses on relevant specialist themes (e.g. innovation, managerial creativity, business strategy, inter-firm cooperation, management styles and patient
satisfaction in the health service, and entrepreneurship), with particular emphasis being given to the social dimensions of organisational change (e.g.
social benefits of innovation, role/impact of 3rd sector organisations, provision of continuing and home-based health care in rural areas). The results of
some of these initiatives will be published in national and international journals in 2010.

Internationalization
A paper by 3 members of RG2 was selected for publication in a European Council for Small Business and Entrepreneurship publication on academic
entrepreneurship.
Future Research
Objectives
In 2010 RG2 will work to intensify its involvement in national and international research projects (focusing primarily on the intensification of
internationalization through members’ researchers’ participation in 5 projects), further increase the quantity and quality of its research productivity
especially in peer review journals, and consolidate its outreach functions with regard to the business and practitioner communities, and with
organisations based in civil society.
Its researchers will begin a series of organisational tasks associated with the organization of ICEIRD’s 2011 international conference on
“Entrepreneurship, Innovation and Regional Development”, as well as an Iberian conference (to be held in the following year, 2012) on
“Competitiveness versus Inclusion? Towards Socially Responsible Organisational Management in a Time of Recession”. RG2 will present around 30
papers at approximately 15 (inter)national meetings, reflecting the early results of its research in its current areas of interest. Additionally, the Group

will be organizing a Summer Seminar on the “Management of Informal Health Care”, 3 workshops on research and methodological issues both for
CETRAD members and other stakeholders, and 6 in-house seminars (SPIDs), in collaboration with colleagues from members of other RGs; (2) a national
conference on “Islam, Islamism and Globalisation”, as well as a number of CETRAD’s in-house seminars (SPIDs), aimed at to presenting/debating
ongoing and finalised PhD work. Group members will continue the work in 3 ongoing (inter)national funded projects, and will expect to be involved in
up to 5 other (mostly international) projects currently awaiting funding decisions. As regards outreach, RG2 will offer a Summer Course on “Writing Up
Research”, “Innovations in Social Research” and “Applying for Research Funding”, aimed at young researchers in other institutions in the region.
In the light of retirements/withdrawals from and additions to the complement of RG members with PhDs, and recommendations made by Advisory
Committee members, in 2010, RG2 will also promote an internal discussion (involving initial brainstorming sessions, followed by more structured
debate and proposals) with a view to refining/defining its research focus ahead of the next FCT evaluation exercise. Though the influx, at the end of
2009, of 14 new members (all experienced researchers with PhDs) from the Polytechnic Institute of Maia (ISMAI) will provide CETRAD with and
organisational and strategic challenge during 2010, the effect on RG2 will be marginal, given that most of the new members are tourism specialists
given that most of the new members are tourism specialists with predominantly historical training and perspectives.

Objectives & Achievements
Objectives
Having established a clear focus on the analysis of how rural areas’ competitiveness could be promoted via the sustainable use of multiple resources,
RG3 aimed to identify the best ways of realising the full potential of a territory’s resources by addressing the following 4 specific questions: (1) What
local resource-based goods/services are demanded by whom (local population, tourists, society in general)? (2) What are the most effective policies,
means and mechanisms to stimulate their supply in the context of regional and local development initiatives? (3) What attitudes, motivations and
preferences underpin different groups’ demand for such items? (4) How can the institutional preconditions essential for local development be installed

Objectives & Achievements
and/or strengthened? Based on this focus, RG3 continues its commitment to producing knowledge on and designing solutions for territorial
development problems, by cross-fertilising conceptual contributions, methods and tools from a range of social sciences, including local development,
rural economics, policy evaluation, farming and agrifood systems, social participation, environmental economics, tourism and cultural studies. The RG’s
findings constitute contributions to scientific knowledge that aims to improve the state of the art regarding territorial sustainable development, thus
benefiting both the scientific community and society as a whole. Outreach efforts have made findings available to those living in, using, planning and
managing the territory and its resources.
Main Achievements
Among the major outcomes of research work in 2009, the following can stressed: (1) increased knowledge of the economic, social and environmental
contributions and sustainability of regional farming systems; (2) a more comprehensive analysis of agrifood innovation and technological development
in Northern Portugal (compared with other European regions), resulting in concrete recommendations to promote its competitiveness; (3) the
development, testing and improving of models and methods to value public goods (such as agricultural/forest externalities, cultural heritage,
landscape and nature) and the formulation and testing of policies and market-based solutions to preserve and protect public goods and assets and
retain/enhance their economic value; (4) further knowledge of local populations’ and economic agents’ attitudes and perceptions regarding the
preservation of cultural heritage, landscape and nature; (5) greater understanding of the profile and motivations of tourists, including their attitudes
and levels of satisfaction, with implications for destination-positioning and service-provision – particularly in Portugal, Spain and Panama – as well as
knowledge of religious tourism products; and (6) a deeper appreciation of the development-linked organisational dynamics of civil society, and a
greater capacity to identify current trends, strengths/weaknesses, impacts and networking strategies and dynamics.
In 2009, RG3 published 9 articles in peer review journals (of which 4 international), 3 books and 13 book chapters, 1 article as an electronic document
and 13 papers in conference proceedings (of which 12 international), thereby demonstrating its contribution to the state of the art in different aspects
of territorial development. As part of an FCT funded research integration initiative aimed at young students, 3 undergraduates have been undertaking
supervised research that will extent into 2010, on areas of interest to the research group (environment, rural development and sustainability). Four
Masters dissertations were successfully completed (on consumer perceptions of the quality of Portuguese wines, the future of traditional smoked meat
products, traditional animal health and husbandry, and strategies for promoting cross-border religious tourism). Five PhD theses, directly related to the
RG’s major research issues were also successfully defended (on the limits to local development, the role of municipalities in the development of spa
resorts, the struggle for control of communal land in NW Iberia, consumer motivation for rural tourism, and the marketing of rural areas).
Sixteen research projects (of which 7 international) were under way in 2009 (of which 10 will continue in 2010), focusing on sustainable and rural
development, agrifood innovation and technological development, tourism, heritage, education and 3rd sector organizations. Research results were
extensively disseminated to the scientific community through the organisation of 12 scientific meetings and the RG’s participation in the organisation
of 7 events. RG3’s researchers also coordinated/promoted 5 dissemination meetings/seminars and 2 presentations of scientific books. Lívia Madureira
organised a training course on the application of “advanced choice modelling” techniques to the analysis of forestry, biodiversity and landscape issues,
which attracted over 20 participants from almost a dozen regional organisations.

Future Research
Objectives
In 2010 RG3 will work in 3 major directions: (1) intensifying its involvement in research projects; (2) increasing research productivity in terms of
publications; and (3) consolidating its outreach function and dialogue with society. RG3’s researchers will be involved in the organisation of 3
international and 4 national scientific events, as well as in the presentation of papers (on themes ranging from sustainable tourism, wellness and
tourism, through rural studies, agricultural economics, farming and rural systems, localised agri-food systems, to cultural economics, innovation and
sustainable development, and environmental questions) at 7 additional meetings. Additionally, the Group plans to promote a Spring Seminar on
“Conflicts and Environment Perceptions in Protected Areas”, 3 workshops on research and methodological issues, and 5 sessions of CETRAD’s regular
seminar series (SPID) to present and debate ongoing and finalised PhD work. In terms of research, the Group members will continue the work in 11
ongoing, national and international funded projects, and expect to be involved in 8 further projects that are currently awaiting a funding decision,

Future Research
mostly at the international level. In the area of outreach, Group members will offer 3 Summer Courses: on Networking (second edition), on Localised
Agri-food Systems and on Wellness Tourism.
In the light of retirements/withdrawals from and additions to the complement of RG members with PhDs, and recommendations made by Advisory
Committee members, in 2010, RG1 will also promote an internal discussion (involving initial brainstorming sessions, followed by more structured
debate and proposals) with a view to refining/defining its research focus ahead of the next FCT evaluation exercise. The influx, at the end of 2009, of 14
new members (all experienced researchers with PhDs) from the Polytechnic Institute of Maia (ISMAI) will provide CETRAD and, in particular, RG3 with
both an opportunity and a challenge during 2010: the majority of these new members are actively engaged in tourism research drawing on a
predominantly historical training and analytical perspective.
