Les compétitions de plongeon se dérouleront du 21 au 23 juillet (tremplin de 3 m) et du 25 au 28 juillet (plongeon de haut vol) à la Piscine de plongeon du Complexe sportif « Olympiïski » (piscine couverte). Les compétitions de water-polo auront lieu à la piscine de natation du Stade central Lénine (piscine ouverte) et à la Piscine de natation du Complexe sportif « Olympiïski » (piscine couverte). Le 1 ' tour se déroulera du 20 au 22 juillet ; les matches finals auront lieu du 24 au 29 juillet, les 23 et 27 juillet étant jours de repos. Règles Les compétitions de natation, de plongeon et de water-polo seront disputées conformément aux règles de la Fédération Internationale de Natation Amateur (F.IN.A.) En cas de divergences d'interprétation, le texte anglais fera foi. Les questions non traitées dans les règles de la F.I.N.A. seront résolues ainsi : 3.1.1. Les points litigieux d'ordre général seront tranchés conformément à la Charte Olympique. 3.1.2. Les points litigieux d'ordre technique seront tranchés conformément aux règles de la F.I.N.A., édition 1976. 3.1.3. Les concurrents remplissant les conditions édictées dans les règles 8, 26, 36 et 49 de la Charte Olympique pourront participer aux épreuves de natation, de plongeon et de water-polo. 3.2. Participation 3.2.1. Natation Chaque C.N.O. d'un pays membre de la F.I.N.A. peut inscrire un(e) concurrent(e) par épreuve sans qu'il ait atteint la performance minimale. Chaque C.N.O. d'un pays membre de la F.I.N.A. peut inscrire deux concurrents (es) par épreuve à la condition que tous deux aient atteint les performances minimales exigées (voir p. 3.2.4.1.). Chaque C.N.O. d'un pays membre de la F.I.N.A., peut inscrire trois concurrents (es) par épreuve à la condition que tous trois aient atteint les performances minimales exigées dans ce cas-là (voir p. 3.2.4.1.) Chaque C.N.O. d'un pays membre de la F.I.N.A., peut inscrire une équipe dans les épreuves de relais. Tous les nageurs inscrits en natation dans les épreuves individuelles ou par équipes peuvent servir de remplaçants. La composition d'une équipe aux épreuves de relais peut être modifiée entre les éliminatoires et les finales à condition que cela soit fait en se basant sur la liste des nageurs déjà inscrits de ce pays. 3.2.2. Plongeon Chaque C.N.O. d'un pays membre de la F.I.N.A., a le droit d'inscrire un(e) concurrent(e) par épreuve sans qu'il ait atteint les performances minimales. Au total, un C.N.O. d'un pays membre de la F.INA. peut inscrire au maximum 33 nageurs et plongeurs et 30 nageuses et plongeuses 3.2.3. Water-polo Au tournoi de water-polo participeront 12 équipes. Les performances minimales pour la natation et le plongeon doivent avoir été réalisées lors des championnats nationaux ou internationaux qui se dérouleront conformément aux règles de la F IN A. entre le 1 e r janvier 1979 et le 1 er juillet 1980. 3.2.4.4. Water-polo Les 12 équipes devant participer au tournoi de water-polo seront les suivantes : — les six premières équipes du Chamoionnat du monde de 1978; — l'équipe du pays organisateur des Jeux ; — les cinq équipes sélectionnées lors du tournoi de qualification de la F.I.N.A. Si une équipe choisie lors des tournois de qualification susmentionnés ne s'inscrit pas dans les limites de temps permises ou si une équipe retire son inscription avant le début des Jeux Olympiques, la F.I.N.A. désignera une équipe remplaçante en se basant sur les résultats des tournois de qualification. 3.3. Inscription 3.3.1. Dans le formulaire il faut mentionner le nombre de concurrents par épreuve. 3.3.2. Date limite d'inscription nominative Le formulaire d'inscription définitive précisant les noms des concurrents devra parvenir au C.O.J.O-80. avant minuit (heure de Moscou), le 9 juillet 1980. Aucune inscription ou modification ne sera prise en considération après ces heures et dates. 3.4. Contrôle médical On procédera à un contrôle de dopage chaque jour de compétition, conformément aux règles édictées dans la brochure « Contrôles médicaux du C.I.O. » et aux règles de la F.IN.A 3.5. Contrôle de féminité On procédera au Village olympique à un contrôle de féminité des concurrentes avant le commencement des compétitions, conformément aux règles édictées dans la brochure •< Contrôles médicaux du C.I.O. ». Natation Toutes les épreuves individuelles de 100 m comprendront des éliminatoires, demifinales et finales quand 33 concurrents ou plus seront inscrits. S'il y a moins de 33 concurrents inscrits, les éliminatoires seront en fait des demi-finales aussi bien que des finales et elles seront inscrites comme telles à la séance du soir. A partir des épreuves de 200 m, il n'y aura plus que des éliminatoires et des finales, ceci étant valable également pour le 1 500 m nage libre hommes et le 800 m nage libre femmes. En ce qui concerne les éliminatoires, les concurrents (les équipes) seront répartis selon le meilleur temps mentionné sur le formulaire d'inscription. S'il n'y a pas de temps mentionné sur le formulaire d'inscription de certains concurrents (équipes), ils seront placés au bas de la liste par ordre alphabétique. Le classement des concurrents dans les éliminatoires et les demi-finales décidera de leur passage dans les demi-finales ou finales. Si les meilleurs temps de certains concurrents (équipes) sont identiques, on procédera à un tirage au sort pour décider de leur répartition lors des éliminatoires, demi-finales et finales. Si les concurrents réalisaient le même temps (à 1/100 de seconde près) lors de différentes ou des mêmes éliminatoires, ceux-ci participeront à un barrage pour la 16 e place aux demi-finales ou la 8 place aux finales. Ceci devra se faire au minimum une heure après que les nageurs concernés aient participé à leur dernière épreuve. Pour chaque épreuve la répartition des lignes d'eau se fera comme suit: — le nageur (l'équipe) le plus rapide sera placé dans la ligne d'eau Ne 4 ; — le nageur (l'équipe) ayant réalisé le second meilleur temps sera placé dans la ligne d'eau Ne 5 ; — le nageur (l'équipe) ayant réalisé le troisième temps sera placé dans la ligne d'eau Na 3 ; — le quatrième temps—ligne d'eau N9 6 — le cinquième temps—ligne d'eau Ne 2 — le sixième temps—ligne d'eau Ne 7 — le septième temps—ligne d'eau Ne 1 — le huitième temps—ligne d'eau Ne 8 Les temps réalisés par les concurrents ne Source: Bibliothèque du CIO / IOC Library seront inscrits qu au 1/100 de seconde- Si des nageurs réalisent le même temps au 1/100 de seconde, ils seront considérés comme ex aequo, en finales comme en éliminatoires. Quand un concurrent est reconnu responsable d'avoir retardé un départ, les autres nageurs, lors de cette course, ne peuvent se voir imputer la faute d'un faux départ 4.1.2. Plongeon L'ordre d'exécution des plongeons sera établi par tirage au sort. Les compétitions comprendront des éliminatoires et des finales quand 16 concurrents ou plus seront inscrits. Les huit plongeurs ayant amassé le plus de points lors des éliminatoires passeront à la finale. S'il y a égalité en 8 place et en places suivantes, tous les plongeurs ainsi qualifiés disputeront la finale Dans les épreuves de tremplin, en éliminatoires et en finales, les hommes devront effectuer 11 plongeons et les femmes en effectuer 10. Tous les concurrents dans les épreuves de plongeons de haut vol participeront aux éliminatoires et aux finales, les hommes devront effectuer 10 plongeons au choix et les femmes 8. Le concours de haut vol, hommes, comprendra 4 plongeons au choix, dont le total des coefficients de difficulté ne devra pas excéder 7,5 et 6 plongeons au choix sans limite des coefficients de difficulté. Dans chacune des deux phases du concours, chaque plongeon devra être choisi dans un groupe différent. Le concours de haut vol, femmes, comprendra 4 plongeons au choix, dont le total des coefficients de difficulté ne devra pas excéder 7,5 et 4 plongeons au choix sans limite des coefficients de difficulté. Dans chacune des phases, chaque plongeon devra être choisi dans un groupe différent. 4.1.3. Water-polo 4.1.3.1. Le tournoi olympique de waterpolo comprendra deux tours dans lesquels 48 matches seront disputés entre 12 équipes. 4.1.3.2. Au 1 e r tour prendront part toutes les équipes réparties en 3 groupes de 4 équipes chacun: groupes «A», «B», et Source: Bibliothèque du CIO / IOC Library Le Bureau de la F.I.N.A. choisira les équipes de tête de chaque groupe en prenant comme critères le Championnat du monde de 1978 et les tournois de sélection continentaux. Pour la répartition des autres équipes, on procédera à un tirage au sort. Chaque équipe devra être opposée à toutes les autres équipes de son groupe. Les équipes classées première et deuxième de chaque groupe formeront un nouveau groupe «D». Les équipes classées troisième et quatrième de chaque groupe formeront un nouveau groupe « E ». 4.1.3.3. Au classement final (2 e tour) participeront deux nouveaux groupes «D» et «E». Chacune des équipes du groupe •< D » devra être opposée à toutes les équipes de son groupe afin de déterminer les six premières places. Chacune des équipes du groupe •< E » devra être opposée à toutes les autres équipese de cee groupe afin de déterminer les 7 à 12 places. Les matches du 1 e r tour n'auront rien à voir avec le classement final. Dans le 2 e tour, chaque équipe doit être opposée à toutes les autres équipes de son nouveau groupe même si déjà elle a pu affronter une même équipe lors du 1 sr tour. 4.1.3.4. Le classement erdes équipes dans les trois groupes du 1 tour et dans les deux groupes du 2 e tour sera établi en fonction des points obtenus, en tenant compte du barème suivant: 2 points pour une victoire, 1 point pour un match nul et aucun point pour un match perdu. Si plusieurs équipes ont le même nombre de points, on fera un deuxième classement en fonction de la différence des buts marqués et des buts concédés. L'équipe qui présentera un plus grand écart entre le nombre des buts marqués par elle et des buts concédés sera classée avant les autres. Au cas où la différence des buts marqués et des buts concédés sera la même, l'équipe qui aura marqué le plus grand nombre de buts sera classée avant les autres. Au cas où les équipes ne pourraient être départagées de cette façon, celle sera mieux classée qui aura gagné le match qui les a opposées. Une première équipe effectuera son premier «penalty» puis l'autre équipe effectuera le sien, etc. Si légalité persiste après cette première étape on répétera la procédure et ainsi de suite jusqu'à ce que l'égalité sera brisée. Un «penalty» peut être exécuté par n'importe quel joueur de l'équipe, et il ne sera pas nécessaire qu'un membre de l'équipe effectue les six «penaltys» ou que des joueurs différents exécutent chacun des «penaltys». L'exécution des «penaltys» doit avoir lieu une demi-heure après la fin du dernier match du tournoi. 4.1.3.5. Le classement final sera établi en tenant compte du barème suivant : 2 points pour une victoire, 1 point pour un match nul et aucun point pour une défaite. Au cas où une équipe participant au tournoi de water-polo déclarerait forfait ou serait disqualifiée pour un ou plusieurs matches, ce ou ces matches seront considérés comme remportés par l'équipe adverse avec un score de 5-0. 4.2. Comité de direction Le Bureau de la F.I.N.A. (Comité de direction) sera responsable de la direction des compétitions. Les fonctions du Comité de direction sont les suivantes: a) organiser les séries ; b) établir le programme des rencontres; c) prendre en charge la direction complète des différentes épreuves ; d) désigner les officiels; e) décider de toute réclamation. 4.3. Juges et arbitres Le Bureau de la F.I.N.A. désignera le nombre de juges et d'arbitres qui devront officier lors des compétitions. Dans ce nombre sont inclus les membres du Bureau de la F.I.N.A., les membres des comités techniques de la F.I.N.A., les délégués officiels des fédérations affiliées à la F.I.N.A. et du pays organisateur des Jeux et les membres du Jury d'Appel. 4.4. Les réclamations devront être remises par écrit, 30 minutes après la fin d'un match ou dune épreuve au plus tard. Tenue des athlètes Les concurrents doivent porter une tenue de compétition qui réponde aux exigences de l'article GR9 des règles de la F.I.N.A. Piscine de natation du Complexe sportif « Olympiïski » (piscine couverte) La Piscine de natation du Complexe sportif «Olympiïski» comprend les installations suivantes: bassin de compétition de natation de 50 m avec 10 couloirs d'eau ; bassin d'entraînement de 50 m avec 10 couloirs d'eau ; bassin pour plongeons de 33,3x25x6 m avec tremplins de 1 m et 3 m et plates-formes de haut vol de 3 m, 5 m, 7,5 m et 10 m (ce bassin servira à réchauffement avant les épreuves) et le bassin pour water-polo. Les gradins sont d'une capacité de 13 190 places au total. Dans les gradins du bassin pour natation et water-polo d'une capacité de 8120 places, 300 sont prévues pour les athlètes, les accompagnateurs et officiels. Moscou est mentionnée pour la première fois dans un manuscrit remontant à 1147, date qu'il est admis de considérer comme celle de la fondation de la ville. Au XV e siècle, Moscou devint la capitale de la Russie, un grand centre artisanal, commercial et culturel du pays. C'est là que l'imprimerie russe fait son apparition, c'est là, au début du XVIII e siècle, que s'ouvre un des premiers théâtres russes, et en 1755 qu'est créée la première université russe. Au mois de mars 1918, Moscou devint la capitale du premier Etat socialiste du monde. Depuis l'époque de la Grande Révolution socialiste d'Octobre de 1917, Moscou a subi des changements impressionnants. C'est aujourd'hui le plus grand centre industriel, scientifique et culturel du pays. La ville compte plus de 8 millions d'habitants, où sont représentés pratiquement tous les peuples et ethnies de l'Union Soviétique. Elle couvre une surface de 878,7 kilomètres carrés, dont une grande partie est aménagée en parcs, squares et jardins. La Moscou moderne est une des principales villes industrielles du monde. On y produit tout ce qui est nécessaire aux besoins de l'homme. Nombre d'articles des usines et fabriques de Moscou jouissent d'une réputation mondiale et sont largement exportés à l'étranger. Moscou est à juste titre considérée comme l'un des principaux centres mondiaux de la science et de la culture. Elle est le siège de l'Académie des Sciences de l'U.R.S.S., elle compte des centaines d'instituts de recherche scientifique, de bureaux d'études. Sa population scolaire est de 750 000 écoliers et de plus de 640 000 étudiants. Des dizaines de théâtres, plus de 110 cinémas, un grand nombre de salles de concert, ainsi que des palais de la Culture appartenant aux syndicats s'offrent au choix des Moscovites et des hôtes de la capitale. Cela est dû à la position que la ville occupe entre le centre de l'Asie et l'océan Atlantique. Ne rencontrant pas d'obstacles, tels que les montagnes, l'air de l'Atlantique pénètre librement de l'ouest et du sudouest, tandis que de l'est et du sud-est la ville est ouverte à l'air sec provenant de l'Asie C'est pourquoi le beau temps assez chaud alterne en été avec le temps pluvieux et relativement frais. La période des Jeux, du 19 juillet au 3 août, est la plus favorable de l'été. Rules The swimming, diving, and water-polo competitions will be held in accordance with the Rules of the Federation Internationale de Natation Amateur (FINA). In cases of disagreement in the interpretation of the Rules the English text will prevail. Unforeseen incidents not covered by the Rules will be dealt with as follows: 3.1.1. Cases of a general nature will be resolved in accordance with the Olympic Charter. 3.1.2. Technical questions will be resolved in accordance with the FINA Rules approved by FINA Congress in 1976. 3.1.3. Competitors who comply with the conditions laid down in Rules 8, 26, 36 and 49 of the Olympic Charter are entitled to take part in the swimming, diving, and water-polo competitions. 3.2. Participants 3.2.1. Swimming NOCs of FINA member-countries may enter one (1) competitor in each event regardless of the required minimum standards. NOCs of FINA member-countries may enter two competitors in each event, on the condition that both competitors meet the required qualifying standards (see 3.2.4.1) set by FINA. NOCs of FINA member-countries may enter three competitors in each event, on the condition that all three competitors meet the required qualifying standards for three entries (see 3.2.4.1) set by FINA. NOCs of FINA member-countries may enter one team in each relay event. All swimmers entered in the swimming events, individual or relay, may be used as reserves on relay teams. The composition of a relay team may be changed between the heats and finals of an event, provided that it is made up from the list of swimmers entered by a country. 3.2.2. Diving NOCs of FINA member-countries may enter one competitor in each diving event regardless of the required qualifying standards. Entries 3.3.1. Swimming In all individual 100-metre swimming events there will be heats, semifinals, and finals when there are 33 or more competitors entered If there are less than 33 competitors entered in these events, the heats will constitute a semifinal and final and they will be scheduled as such in the evening session of the swimming competitions. In all events of 200 or more including men's 1,500 m freestyle and women's 800 m freestyle, only heats and finals will be scheduled. Individual competitors and relay teams shall be seeded for the heats in accordance with the results submitted on the official entry forms. A draw will be held for those with identical results to determine their placing in heats, semifinals, and finals. Should no results be submitted, such individual competitors and relay teams will be placed at the end of the list in alphabetical order alongside other contestants with no times submitted on the official entry forms. Swimmers shall be advanced to the semifinals and finals on the basis of their placing in the heats and semifinals respectively. In the event that swimmers from the same or different heats have equal times registered (to 1/100 sec), there shall be a swim-off to determine which swimmer shall advance to 16th place in semifinals or 8th place in finals. Such swim-offs to seed participants in semifinals or finals may take place not less than one hour after all involved swimmers have completed their heat. The assignment of lanes in each heat or final shall be as follows: = swimmer (relay team) with the fastest time shall occupy Lane 4; = swimmer (relay team) with second fastest time shall occupy Lane 5; = swimmer (relay team) with third fastest time shall occupy Lane 3; = swimmer (relay team) with fourth fastest time shall occupy Lane 6; = fifth fastest time—Lane 2; = sixth fastest time—Lane 7; = seventh fastest time—Lane 1; = eighth fastest time—Lane 8. When a competitor is charged with delay ing the start, the other swimmers in thai heat or final shall not be charged with a false start. 4.1.2. Diving The order of competing shall be decided by a draw. When there are more than 16 competitors, there shall be preliminary and final contests. The eight (8) divers scoring the highest points in the preliminary contest shall compete in the final contest. If there is a tie for the 8th place, all divers thus qualified shall compete in the final contest. In preliminaries and finals in springboard diving, men shall perform eleven (11) dives and women—ten (10) dives. In platform diving all competitors will perform in preliminaries and finals: m e n ten (10) voluntary dives and women—eight (8) voluntary dives. The men's platform competition shall comprise four voluntary dives, with the total degrees of difficulty not exceeding 7.5, and six voluntary dives without degree of difficulty limit. In each section, each dive shall be selected from a different group. The women's platform competition shall comprise four voluntary dives, with the total degrees of difficulty not exceeding 7.5, and four voluntary dives without degree of difficulty limit. In each section, each dive shall be selected from a different group. 4.1.3. Water Polo 4.1.3.1. In the 48 matches of the Olympic tournament (preliminaries and finals included) there will be 12 water-polo teams. 4.1.3.2. There will be an initial round of preliminary games with three groups (A, B and C) of four teams each. The FINA Bureau shall select the leading teams of each group on the basis of the 1978 World Championships and Continental Selection Tournaments and make the draw of the remaining teams into one of groups A, B, or C. Each team shall play all of the other teams of the same group to determine the ranking in each group from first to fourth place. The third and fourth-placed teams from each group will advance to a new group E. 4.1.3.3. Finals will be played in the new groups D and E. The teams qualified for group D will play each other to determine the final places, 1 through 6; those qualified for group E will play each other to determine the final places, 7 through 12 Matches played in the initial round will not be considered in determining placings in the final round. Each team shall play each other team in the final group regardless of the fact that they may have played one of those teams in the initial round. 4.1.3.4. Classification of teams in the three groups of the initial round and in the two groups of the final round will be made on points, namely, 2 (two) points for each match won, 1 (one) point for each match tied, and no points for each match lost. In case of a tie on points, teams will be classified on goal difference, that is, the team with the largest difference between goals scored for and against shall be given precedence. If the goal difference is equal, the team having scored the highest number of goals shall be given precedence. If there is still a tie, precedence shall be given to the team winning the match they have played against one another. In case of further equality the tie shall be resolved by each team shooting six penalty shots at their opponent's goal in alternate succession, that is, the first team will take its first penalty shot and then the other team will take its first penalty shot, etc. If a tie still exists after that procedure, each team shall again be awarded penalty shots to be repeated until the tie is broken. Any member or members of a team may shoot the penalty shots, it is not necessary that any single member shoot all six penalty shots or that different members shoot each shot. This procedure shall be conducted half an hour after the completion of the final game of the tournament. 4.1.3.5. Team scores in the finals will be computed on the basis of 2 (two) points for each match won, 1 (one) point for each match tied, and no points for each match lost. Competition Management Management of the c o m p e t i t i o n s will be under the control of the FINA Bureau (Management Committee) t h e duties of the Management Committee are as f o l l o w s : — Arrange the heats; — Arrange the schedule of events; — Take charge of the entire management of the s w i m m i n g , diving and water-polo competitions; — Appoint all officials; — Decide all protests. 4.3. Judges and Referees The FINA Bureau will appoint j u d g e s anc referees to officiate the competitions. This includes FINA Bureau, Jury of Appeal members of the FINA technical c o m m i t tees, officials f r o m FINA federations including those from the host country, etc. 4.4. Protests Questions related to protests are specified in FINA Rules SW10, D36. Protests must be submitted in w r i t i n g at least 30 minutes after the end of a c o m p e t i t i o n or a match. Protests related to the water-polo c o m petitions will be considered by t h e FINA Management Committee. The c o m m i t t e e must make its decision before the beginning of the next session of c o m p e t i t i o n s 4.5. Dress C o m p e t i t o r s must wear s w i m m i n g costumes c o m p l y i n g w i t h the requirements of FINA Rule GR9. Moscow's general schools have a total attendance of 750,000 students, and over 640,000 young people receive instruction at its higher educational institutions. Moscow has scores of theatres, more than 100 cinemas, many concert halls and cultural centres run by the trade unions. In its museums one can see masterpieces of national and international schools of painting, sculptures of world renown, folkcraft items, historic artifacts and prototypes of technological inventions and scientific discoveries. Its 4,400-odd libraries hold over 350 million books. Moscow holds the title of Hero City, which it was awarded on the 20th anniversary of the Soviet people's victory in the Great Patriotic War of 1941-1945 in recognition of the services its population rendered the country and its heroism, gallantry and staunchness during the nation's war against nazism. Moscow's sporting traditions are famous the world over. It has hosted many major sports competitions, including world and European championships and the World Student Games in 1973. Over 150,000 spectators can watch competitions at the Central Lenin Stadium, the capital's principal sports complex, which occupies an area of almost 150 hectares. Here, in the Grand Arena, the Opening ceremony of the Games of the XXII Olympiad will be held on July 19, 1980. Today Moscow has over 60 stadia, 29 swimming pools, 1,384 gyms, 382 football pitches and hundreds of other sports installations. On the other hand dry air masses of the interior of Asia penetrate here from the east and south-east. Therefore fair and rather hot weather interchanges with rainy and comparatively cool weather in summer. The period of the Games from July 19 to August 3 is most favourable in the season. The daily range of mean temperature variations is small in Moscow and its vicinity, 3 to 5°C. On some days the air temperature is as high as 30°C (86°F), the average daytime temperature amounting to 20°C (68°F). Relative humidity which is neither high nor too low, light wind, variable clouds (from clear in the morning to semiclear in the afternoon); it all makes the summer days most enjoyable.
