The Green Growth Strategy (OECD, 2010) stresses that the transition to a green economy will require dedicated policy approaches to foster the development and diffusion of green growth, and will also open new opportunities for jobs and skills development. The Green Economy Report (UNEP, 2011) considers 11 key sectors that are in the foundation of the transition to a green economy, which are: agriculture, fishing, forests and water, energy efficiency and renewable energy, manufacturing, waste, buildings, transport, tourism and cities. The building sector is one of the main contributors to the global greenhouse gas emissions (GHG). In fact, the European Commission’s 2011 Energy Efficiency Plan considers that the greatest energy saving potential lies in buildings, due to the fact that almost 40% of the final energy consumption takes place in buildings (houses, offices, shops, and other buildings). However, the renovation rate of buildings is too low. According to the Green Economy Report (UNEP, 2011) in developed countries, opportunities for greening the building sector are mainly in retrofitting existing buildings, which are becoming a critical area of intervention to reduce energy demands and the GHG emissions. A Green Growth Strategy (OCDE, 2010) sublinha que a transição para uma “economia verde” exigirá abordagens políticas específicas para fomentar o desenvolvimento e difusão do “crescimento verde”, permitindo abrir novas oportunidades de emprego e desenvolvimento de competências. O Green Economy Report (UNEP, 2011) considera 11 sectores-chave que estão na origem da transição para uma “economia verde”: agricultura, pesca, florestas e água, eficiência energética e energias renováveis, indústria, resíduos, construção, transportes, turismo e cidades. O sector da construção é um dos principais contribuintes para as emissões globais de gases com efeito de estufa (GEE). Neste contexto, o Plano de Eficiência Energética da Comissão Europeia (2011) considera que o maior potencial de poupança de energia reside no sector da construção, uma vez que quase 40% do consumo final de energia tem lugar nos edifícios (casas, escritórios, lojas e outros edifícios). No entanto, a taxa de reabilitação de edifícios é demasiado baixa. De acordo com o Green Economy Report (UNEP, 2011) nos países desenvolvidos, as oportunidades para tornar “verde” o sector da construção residem, sobretudo, na reabilitação de edifícios existentes, o que se está a tornar uma área crítica de intervenção para reduzir a procura de energia e de emissões de GEE. In this framework is important to highlight the key role of public policy and public authorities, taking into account that public buildings represent about 12% by area of the EU building stock. As outlines the Green Economy Report the government-owned buildings (schools, hospitals, social housing units, etc.) are ideal to begin implementing greener building policies, including green public procurement. Neste quadro é importante sublinhar o papel-chave das políticas e autoridades públicas, tendo em atenção que os edifícios públicos representam, por área, 12% do stock imobiliário da União Europeia. Como descreve o Green Economy Report, os edifícios estatais (escolas, hospitais, unidades de habitação social, etc) são ideais para iniciar a implementação de políticas de “construção verde”, incluindo “contratos públicos verdes”. The RE-GREEN Project The seminar is being organized in the framework of the launch event of the European project called RE-GREEN – “REgional Policies Towards GREEN Buildings”, supported by the INTERREG IVC programme of the European Commission. The project aims at improving regional development policies oriented to the promotion of green regions within the new paradigm of the Green Economy, with a special focus on greening the building sector through the enhancement of energy efficiency and the use of renewable energies. Through interregional cooperation, regions will identify, share and transfer innovative methodologies, processes and good practices in developing and implementing greener building policies, targeting retrofitting existing buildings of the public sector. The RE-GREEN initiative is lead by INTELI (Portugal) in partnership with more 9 partners from 9 countries, which are: University of Potsdam (Germany), Municipality of Dabrowa Gornicza (Poland), Tartu Regional Energy Agency (Estonia), Nordregio: Nordic Centre for Spatial Development (Sweden), Regional Government of Extremadura (Spain), Building for the Future Limited (United Kingdom), Local Energy Agency Spodnje Podravje (Slovenia), City of Mizil (Romenia) and City Architects, Dublin City Council (Ireland). O projecto RE-GREEN O seminário insere-se no âmbito do lançamento do projeto Europeu RE-GREEN – “Regional Policies Towards Green Buildings”, apoiado pelo programa INTERREG IVC da Comissão Europeia. O projecto tem por objectivo melhorar as políticas de desenvolvimento regional orientadas para a promoção de “regiões verdes” dentro do novo paradigma da “Economia Verde”, com um enfoque especial na necessidade de tornar verde o sector da construção através do reforço da eficiência energética e do uso de energias renováveis. Através da cooperação inter-regional, os países envolvidos no projecto irão identificar, partilhar e transferir metodologias, processos e boas práticas no desenvolvimento e implementação de políticas de “construção verde” inovadoras, visando a readaptação de edifícios do sector público existentes. A Iniciativa RE-GREEN é liderada pela INTELI (Portugal) em parceria com 9 parceiros de 9 países: a Universidade de Potsdam (Alemanha), o Município de Dabrowa Gornicza (Polónia), a Agência Regional de Energia de Tartu (Estónia), a Nordregio – “Nordic Centre for Spatial Development” (Suécia), o Governo Regional da Extremadura (Espanha), o Município de Mizil (Roménia), o Município de Dublin (Irlanda), o “Building for the Future” (Reino Unido) e a Agência Regional de Energia de Spodnje Podravje (Eslovénia).
