Einführung des EPEX Intra-Day-Handels in Österreich
Sehr geehrte Damen und Herren,
die ECC wird voraussichtlich ab September 2012 Clearing-Dienstleistungen für am Intra-DayMarkt der EPEX SPOT S.E. (EPEX) abgeschlossene Geschäfte mit physischer Erfüllung im österreichischen Übertragungsnetz der Austrian Power Grid AG (APG) anbieten. Den genauen Starttermin wird die ECC in Abstimmung mit der EPEX separat bekannt geben.
Mit dieser Clearing-Information möchten wir Sie über die Abwicklungsprozesse, die Teilnahmevoraussetzungen sowie die geplante Simulationsphase des neuen Produktes informieren.
1.
Produktübersicht
Die ECC wird die neuen Intra-Day-Kontrakte in ihre Standard-Clearing-Prozesse integrieren und
analog zu den Ihnen bereits bekannten Prozessen abwickeln.
Für das neue Produkt der EPEX wird im Clearing-System der ECC (SMSS) folgende neue Produktgruppe definiert:

Intra-Day-Kontrakte mit Lieferung in Österreich (lokale Geschäfte) sowie Cross-Border-Geschäfte
zwischen Österreich und den anderen Marktgebieten können an der EPEX mit einer Vorlaufzeit
von 75 Minuten zum Lieferbeginn gehandelt werden.
Genauere Informationen zum Ablauf des Börsenhandels und zum Produktsetup erhalten Sie über
eine separate Kundeninformation der EPEX sowie über die Veröffentlichungen auf der EPEXInternetseite www.epexspot.com.
2.
Abwicklungsprozesse
a)
Finanzielle Erfüllung
Die Intra-Day-Geschäfte im APG-Marktgebiet werden unter Nutzung der bestehenden ECCMember-ID (z.B. ABCEX) zeitnah in das Clearing-System der ECC (SMSS) importiert.
Die Warenwerte der getätigten Geschäfte werden an jedem ECC-Geschäftstag zum Buchungsschnitt um 16:00 Uhr (MEZ) gemeinsam mit Spotgeschäften über Strom, Gas und Emissionsberechtigungen zu einer Nettozahlung pro Handelsteilnehmer bzw. Clearing-Mitglied saldiert (Payment-Gruppe EUR_1600). Hierbei werden wie bisher jeweils alle neuen Geschäfte seit dem letzten
Buchungsschnitt berücksichtigt.
Die finanzielle Erfüllung der bis zum Buchungsschnitt getätigten Geschäfte erfolgt am nächsten
ECC-Geschäftstag. Geschäfte die nach dem Buchungsschnitt abgeschlossen wurden, werden am
nächstfolgenden ECC-Geschäftstag abgerechnet. Den genauen Liefer- und Zahltag können Sie
den Ihnen bereits bekannten ECC Reports für Spotmarkt-Geschäfte entnehmen.

b)
Physische Erfüllung
Die physische Erfüllung der Intra-Day-Geschäfte im Marktgebiet APG erfolgt durch die luxemburgische Tochter der ECC, die European Commodity Clearing Luxembourg S.a.r.l. Diese übermittelt
stündlich die Abwicklungsinstruktionen über Stromlieferungen aus Börsengeschäften gemäß den
Regelungen des Bilanzgruppenvertrages an den österreichischen Netzbetreiber APG bzw. an die
APCS. Gemäß den österreichischen Marktregeln erfolgt die Anmeldung von physischen Positionen
von allen beteiligten Handelsparteien separat. Zu beachten ist aber, dass bei entstehenden oder
verbleibenden Differenzen nur die verbindliche Nominierung (Fahrplananmeldung) der ECC gültig
ist (Vorrangregelung). Voraussetzung für die Teilnahme an der physischen Erfüllung ist ein gültiger
Bilanzgruppenvertrag mit APG.
c)
Margining/Limits
Intra-Day-Geschäfte im Marktgebiet APG werden bei der monatlichen Berechnung der Initial Margin für Spotgeschäfte entsprechend berücksichtigt.
Bitte beachten Sie, dass die bisher hinterlegten Handelslimite für Intra-Day-Geschäfte auch für das
neue APG-Marktgebiet Anwendung finden werden und ggf. angepasst werden müssen.
d)
Reporting
Geschäfte können zeitnah nach deren Abschluss über die ECC Member Area abgefragt werden
und sind in den bekannten Trade-, Payment-, und Delivery-Reports des jeweiligen Tages enthalten. Die Reports sind im XML- und PDF-Format per E-Mail oder FTP erhältlich.
3.
Teilnahmevoraussetzungen
Die ECC-Clearing-Lizenz für Clearing-Mitglieder schließt bereits die Abwicklung von Intra-DayKontrakten an der EPEX ein.
Für interessierte Handelsteilnehmer ist ein Antrag als Handelsteilnehmer in Intra-Day-Kontrakten
der EPEX unter Nachweis der Fähigkeit zur physischen Erfüllung im österreichischen Übertragungsnetz der APG erforderlich. Die entsprechenden Formulare stehen auf der Internetseite der
ECC (www.ecc.de) zum Download bereit.
4.
Simulationsphase
Die ECC wird voraussichtlich im Juli 2012 zusammen mit der EPEX eine ausführliche Simulationsphase anbieten. In dieser Phase werden an der EPEX abgeschlossene Simulationsgeschäfte von
der ECC übernommen und verarbeitet. Die vorab genannten Reports werden wir Ihnen mit dem
Zusatz „SIMU“ auf Wunsch per E-Mail bzw. auf dem FTP-Server bereitstellen.

Introduction of EPEX Intra-Day Trading in Austria
Dear Sir or Madam,
ECC will probably launch clearing services for transactions concluded on the intra-day market of
EPEX SPOT S.E. (EPEX) with physical settlement within the Austrian transmission system of Austrian Power Grid AG (APG) from September 2012. The exact go-live date will be announced separately by ECC in coordination with EPEX.
In this Clearing Information, we would like to provide information on the settlement processes, the
preconditions for participation and the planned simulation phase of the new product to you.
1. Product overview
ECC will integrate the new intra-day contracts in its standard clearing processes and settle these
contracts in line with the processes with which you are already familiar.
The following new product group will be defined for the new EPEX product in the ECC clearing
system (SMSS):

Intra-day contracts with delivery in Austria (local transactions) and cross-border transactions between Austria and the other market areas can be traded on EPEX with a lead time of 75 minutes
until the beginning of delivery.
More detailed information on the exchange trading process and on the product set-up will be provided in a separate EPEX customer information newsletter and through the publications on the
EPEX Internet site at www.epexspot.com.

Settlement processes
a)
Financial settlement
The intra-day transactions within the APG market area are imported into the ECC clearing system
(SMSS) promptly using the existing ECC member ID (e.g. ABCEX).
Together with spot transactions on power, gas and emission allowances, the values of the transactions concluded are netted out into one net payment per trading participant or Clearing Member on
every ECC business day at the accounting cut-off at 16:00 (CET) (payment group EUR_1600). In
this process, all new transactions which have been concluded since the last accounting cut-off will
be considered as has been the case so far.
The transactions concluded until the accounting cut-off are settled financially on the next ECC
business day. Transactions which are concluded after the accounting cut-off are settled on the next
ECC business day. The exact delivery and payment date is provided in the ECC reports on spot
market transactions with which you are already familiar.

b)
Physical settlement
Physical settlement of the intra-day transactions within the APG market area is provided by ECC’s
Luxembourg subsidiary - European Commodity Clearing Luxembourg S.a.r.l. It transmits the settlement instructions regarding power deliveries from exchange transactions in accordance with the
provisions contained in the balancing group agreement to the Austrian transmission system operator APG or to APCS on an hourly basis. In accordance with the Austrian market rules, physical positions are reported separately by all trading parties involved. However, in this context the fact that
only the binding nomination (schedule) by ECC is valid (priority rule) has to be taken into account.
Participation in physical settlement is based on the precondition of a valid balance agreement with
APG.
c)
Margining/Limits
Intra-day transactions within the APG market area are considered accordingly in the monthly calculation of the Initial Margin for spot transactions.
Please remember that the trade limits for intra-day transactions which have been provided so far
will also be used for the new APG market area and might have to be adjusted if required.
d)
Reporting
Transactions can be retrieved via the ECC Member Area promptly after their conclusion and are
contained in the known Trade, Payment and Delivery Reports regarding the specific day. These
reports are available via e-mail or FTP in the XML and PDF format.
3.
Preconditions for participation
The ECC Clearing Licence for Clearing Members already includes the settlement of intra-day contracts on EPEX.
Interested trading participants require an application for becoming a trading participant in EPEX intra-day contracts furnishing proof of the capacity to ensure physical fulfilment within the Austrian
transmission system of APG. The corresponding forms are available for downloading on the Internet site of ECC (www.ecc.de) for downloading.
4.
Simulation phase
ECC will probably offer a comprehensive simulation phase together with EPEX in July 2012. During this phase, the simulation transactions concluded on EPEX will be taken over and processed
by ECC. The reports referred to above will be provided with the “SIMU” extension via e-mail on request or on the FTP server.
