Sie leisten schon heute einen wesentlichen Beitrag zur Verminderung der Treibhausgasemissionen, schaffen Arbeitsplätze und stärken die Wirtschaft. Niedersachsen unterstützt das EU-Ziel, bis 2020 den Gesamtenergiebedarf zu 25 Prozent mit Erneuerbaren Energien zu decken. Dabei kommt der Offshore-Windenergie eine herausragende Bedeutung zu: Bis zum Jahr 2030 sollen in Deutschland Anlagen mit einer Leistung von rund 25.000 Megawatt installiert werden. Over the past few years, renewable energy in Germany has developed into an increasingly significant factor when it comes to ensuring energy availability. Already today, it makes an essential contribution to the reduction of greenhouse gas emissions, creates jobs, and strengthens the economy. Lower Saxony supports the EU objective of meeting up to twenty-five percent of total energy demand with renewable energy by 2020. Offshore wind power plays a prominent role in this endeavor. Plans call for the installation of offshore wind farms with an output of approx. 25,000 megawatts in Germany by 2030. Eine wesentliche Voraussetzung für die Verschiffung von großen Windkraftanlagen und deren Aufstellung auf See sind leistungsstarke Hafenstandorte. Für die in der Nordsee geplanten OffshoreWindparks sind niedersächsische Häfen aufgrund ihrer Nähe für diese Aufgabe prädestiniert. Cuxhaven und Emden wurden 2002 in einer Entscheidung des Landeskabinetts als Schwerpunkthäfen benannt. Highly capable port locations are a prerequisite for shipping large wind power systems and erecting them at sea. Es ist zuständig für Antragsverfahren innerhalb der deutschen ausschließlichen Wirtschaftszone (AWZ), in der ein Großteil der deutschen Offshore-Windparks geplant ist. Grundlagen für die Errichtung von Anlagen in der AWZ sind das Seerechtsübereinkommen der Vereinten Nationen vom 10. Dezember 1982 und das deutsche Seeaufgabengesetz. Die darauf beruhende Seeanlagenverordnung regelt das Genehmigungsverfahren. Im Bereich des Küstenmeeres (12-Seemeilen-Grenze) sind die jeweiligen Bundesländer für die Errichtung der Anlagen zuständig. Eine Genehmigung ist zu erteilen, wenn: • Die Sicherheit und Leichtigkeit des Verkehrs nicht beeinträchtigt ist. • Die Meeresumwelt nicht gefährdet wird. • Die Erfordernisse der Raumordnung oder sonstige überwiegende öffentliche Belange (Rohstoffsicherung, Landesverteidigung und Fischerei) nicht entgegenstehen. Die Genehmigungen für Offshore-Windenergieanlagen sind auf 25 Jahre befristet, sodass spätestens nach Ablauf der regelmäßigen technischen Betriebsdauer erneut über die Zulassung entschieden werden kann. It is responsible for application procedures within the German exclusive economic zone (EEZ), in which plans call for the majority of German offshore wind farms to be located. Erection of systems in the EEZ is based on the 10 December 1982 United Nations Convention on the Law of the Sea and the German Federal Maritime Responsibilities Act. The Offshore Installations Ordinance based on this regulates the approval process. Permits for erection of wind farms are to be granted if: • there is no effect on the safety and ease of traffic • there is no hazard to the marine environment • issuance of a permit is not contravened by spatial planning require ments (compliance with the objectives and principles of spatial planning) or other prevailing public interests (securing of raw mate rials, national defense, and fishing). Offshore wind farm permits are issued for a period of twenty-five years. Thus, at the latest, a new decision about the permit can be taken at the end of the ordinary service life. Das Bauwerk hat eine Lastaufnahme von bis zu max. 90 t / qm und ist damit einzigartig an der deutschen Nordseeküste. Mit dieser Tragfähigkeit ist es möglich, mobile oder stationäre Kräne mit bis zu 2500 Tonnen Gewicht für den Verladevorgang von u.a. komplett montierten Offshore-Windenergieanlagen auf Pontons und Schiffen zu handhaben. Die Schwerlastplattform wird mit der geplanten Erweiterung der Mehrzweckumschlagsanlage (Cuxport-Terminal) um den Liegeplatz 4 durch zusätzliche und großzügige Logistikund Lagerflächen ergänzt. Heavy load platform In June 2006, the City of Cuxhaven erected a specialized marine facility for offshore projects: the 1500-sq m „heavy load platform“ for loading and transhipment of very heavy goods and offshore industry components. The building has a maximum load bearing capacity of 90 t / sq m, making it one-of-a-kind on the German North Sea coast. This load bearing capacity makes it possible to use mobile or stationary cranes weighing up to 2500 t to load completely assembled offshore wind power systems, among other things, onto pontoons and ships. Upon completion of the planned expansion of the multipurpose transhipment facility (Cuxport Terminal) with Berth No. 4, the heavy load platform will be complemented by additional, generously proportioned logistics and storage areas. Mehrzweckumschlaganlage Die direkt neben der Schwerlastplattform – am sogenannten Europakai – gelegene Cuxport GmbH-Mehrzweckumschlaganlage bietet mit einer Wassertiefe von 15,80 m, umfangreichem Schwergut-Equipment- und Spezialkränen sowie umfassendem LogistikKnow-how ideale Voraussetzungen für die Errichtung, den Service und die Wartung von Windparkprojekten in der Nordsee. Das Terminal dient dem Import von Stahl-und Halbfertigprodukten für die Produktion der Cuxhavener Windkraftindustrie (Türme, Rammrohre und Gründungsstrukturen aus Stahl). Über die Mehrzweckumschlaganlage werden Komponenten wie Rotorblätter und Türme zu Installationsplätzen in der Nordsee und nach Großbritannien exportiert. Zur Erweiterung der Mehrzweckumschlaganlage existiert ein Planfeststellungsbeschluss für den Liegeplatz 4. Das Terminal wird um ca. 8,5 ha wachsen und die Länge des zusätzlichen LP 4 beträgt rund 240 m. Multipurpose Transhipment Facility The Cuxport multipurpose transhipment facility is situated on the so-called “Europe quay” adjacent to the heavy load platform. With a water depth of 15.80 m, extensive heavy cargo equipment, and special cranes as well as comprehensive logistics know-how, it offers ideal conditions for erecting, maintaining, and servicing North Sea wind farm projects. The terminal is used to import steel and semi-finished products (towers, ramming tubes, and steel foundation structures) for wind power industry production operations in Cuxhaven. There is an official zoning resolution for expanding the multipurpose transhipment facility to include a Berth No. 4. The terminal will grow by approx. 21 acres and the length of the additional Berth No. 4 is approx. 240 m. Der Portalkran ermöglicht u.a. die Verladung der rund 500 t schweren Tripiles (Gründungskörper) mittels einer speziellen Traverse sowie der bis zu 70 m langen Turmsegmente, die von den Firmen CSC Cuxhaven Steel Construction GmbH und AMBAU GmbH in Cuxhaven produziert werden. Der Offshore-Terminal ist ein öffentlicher Hafen und in seinen Ausmaßen und Funktionen einzigartig an der deutschen Küste. Die Gesamtterminalfläche umfasst rund 10 ha für Lagerflächen sowie Betriebs-, Verkehrs- und Nebenflächen. Anzeige 12 Advertisement Erweiterung: Offshore-Terminal II Die Grundlage für die Ansiedlung neuer Firmen, für neue Arbeitsplätze und letztlich für die Sicherung Cuxhavens als führender Standort der Offshore-Windenergie ist der kontinuierliche Ausbau der land- und wasserseitigen Infrastruktur. Im 1. Quartal 2010 hat die Niedersachsen Ports GmbH & Co. KG als Gesellschaft des Landes Niedersachsen, mit der Erweiterung des Offshore-Terminals zu Europas größtem Offshore-Hafen begonnen. Mit der Umsetzung der Terminal-Erweiterung um vier zusätzliche Liegeplätze werden zukünftig multifunktionale Hafeneinrichtungen zum Anlegen von Jack-up-Barges, Schleppern, Pontons und Schwimmkränen zur Verfügung stehen. Über die Terminals können zukünftig Komponenten wie z.B. Schwerlastfundamente der STRABAG Offshore Wind GmbH, Rotorblätter, Gondeln, Naben und Türme abgefertigt und umgeschlagen werden. Das Investitionsvolumen für die knapp 12 Hektar große Erweiterung beträgt 65 Mio. €. Die Kailängen dieser Erweiterung betragen insgesamt 740 m. Die Fertigstellung ist in Teilen zum Jahresende 2012/Frühjahr 2013 vorgesehen. Expansion: Offshore Terminal II Continual expansion of land- and water-side infrastructure constitutes the basis for attracting new businesses, creating new jobs and, ultimately, ensuring the sustainability of Cuxhaven as a leading offshore wind power location. In the first quarter of 2010, Niedersachsen Ports GmbH & Co. KG, a corporation of the State of Lower Saxony, began expanding the offshore terminal into the biggest offshore port in Europe. Going forward, completion of the expansion of the terminal by four additional berths will mean the availability of multifunctional port facilities for mooring the heavy-foundations of the STRABAG Offshore Wind GmbH, jackup rigs, tugs, pontoons and floating cranes. Then it will be possible to handle and tranship components such as rotor blades, gondolas, hubs, and towers via the terminals. The total investment volume for the expansion, which encompasses an area of approx. 29 acres, is € 65 m and construction is planned to take eighteen months. This municipal corporation is currently developing approx. 210 acres of high-potential, commercially zoned land that is especially well-suited to the needs of the offshore wind power industry. This trailblazing investment is made possible only by the assistance of the European Union (EFRE Fund) and the State of Lower Saxony.
