MEMORANDUM SALING PENGERTIAN
ANTARA
PEMERINT AH REPUBLIK INDONESIA
DAN
PEMERINTAH REPUBLIK FEDERATIF BRASIL
MENGENAI PENGHAPUSAN KEMISKINAN
Pemerintah Republik Indonesia dan Pemerintah Republik Federatif Brasil (untuk
selanjutnya disebut "Para Pihak")
Menimbang pentingnya kebijakan publik yang diterapkan oleh Para Pihak untuk
mengusahakan keamanan pangan dan melawan kemiskinan, yang telah menghasilkan
pengalaman-pengalaman berharga;
Menimbang bahwa kebijakan publik dalam hal keamanan pangan dan gizi, bantuan
sosial dan pendapatan masyarakat yang diterapkan di Brasil melalui Strategi "Zero
Hunger", Sistem Kearnanan Pangan dan Gizi Nasional, Sistem Bantuan Sosial
Tunggal dan Program Hibah Keluarga, dan di Indonesia diterapkan melalui
penghapusan kemi skinan dan perluasan kesempatan kerja melalui program tiga
hagian yang mencakup Bantuan dan Perlindungan Sosial, Pemberdayaan Komunitas,
untuk pengusaha kecil dan menengah dan pengembangan Sistem Jaminan Sosial
Nasional, merupakan ha! yang sangat menarik untuk pembelajaran dan analisa tim
teknis Para Pihak dalam rangka mengidentifikasi praktik terbaik dan pengalaman
yang mungkin dapat diterapkan di masing-masing negara;
Mengakui keinginan Para Pihak dalam bertukar pcngalaman dan pengetahuan
mengenai keamanan pangan dan perlawanan terhadap kemiskinan;
Menyadari pentinganya pertukaran bilateral dan pengembangan sosial ekonomi dari
kedua negara;
Memperhatikan Kemitraan Strategis antara Pemerintah Republik Indonesia dan
Pemerintah Republik Federatif Brasil yang ditandatangani di Brasilia, 18 November
2008;
Sesuai dengan hukum dan peraturan perundang-undangan nasional yang berlaku
dimasing-masing negara Pihak;
T elah mencapai kesepakatan sebagai berikut:
Pasal 1
Memorandum Saling Pengertian (MoU) ini bertujuan untuk pengembangan kerjasama
dalam memajukan keamanan pangan dan perlawanan terhadap kemiskinan,
berdasarkan prinsip timbal balik dan saling menguntungkan.
Pasal 2
Lingkup kerjasama berdasarkan MoU akan mencakup hal-hal berikut:
a Berbagi pengalaman dan pelajaran dengan pandangan untuk menelaah praktik
terbaik dalam pengembangan ekonomi dan sosial, pemberdayaan komunitas,
pengurangan kemiskinan dan perluasan kesempatan kerja;
b. Pertukaran pandangan mengenai tantangan dan kesempatan dalam kebijakan
dan strategi ekonomi yang berpihak pada masyarakat beresiko dan rentan; dan
c. Mengidentifikasi ekonomi, kebijakan pemberdayaan komunitas dan sosial
yang berpihak pada masyarakat miskin, dan pilihan praktis untuk memperkaya
kebijakan yang berpihak pada ekonomi mikro dan makro.
Pasal 3
1. Kegiatan-kegiatan kerjasama diantara Para Pihak akan diterapkan dalam kerangka
kerja sama teknik yang ada saat ini antara Indonesia dan Brasil.
2. Para pihak akan mendorong pertemuan teknis dalam rangka menjabarkan
maksud-maksud kerjasama, program, proyek dan kegiatan yang akan
dikembangkan.
3. Program, proyek, kegiatan dan tindakan yang berhubungan dengan kerjasama
teknis dalam MoU ini akan diterapkan bagi Pihak Brasil oleh Kementerian
Pengembangan Sosial dan Perlawanan terhadap Kelaparan, dan dikoordinasikan
oleh Badan Kerjasama Brasil dari Kementerian Hubungan Luar Negeri.
4. Program, proyek, kegiatan dan tindakan yang berhubungan dengan kerjasama
teknis dalam MoU ini akan diterapkan dan dikoordinasikan, bagi Pihak Indonesia
oleh Departemen Dalam Negeri, Departemen Pekerjaan Umum, Departemen
Sosial, Departemen Kelautan dan Perikanan, Departemen Pertanian, Departemen
Agama, Departemen Kesehatan, Departemen Pendidikan Nasional, dan
dikoordinasikan oleh Kemer.terian Koordinator Kesejahteraan Rakyat.
5. Setiap proyek atau kegiatan dalam MoU ini bergantung pada ketersediaan dana
dan orang dari Para Pihak, demikian pula harus sesuai dengan peraturan nasional
masing-masing Pihak.
Pasal 4
Setiap perubahan atau modifikasi terhadap MoU ini dapat dinegosiasikan oleh para
Pihak melalui jalur diplomatik dan akan berlaku pada tanggal yang akan ditetapkan
bersama.
Article 5
Perselisihan yang timbul dari interpretasi atau implementasi MoU ini akan
diselesaikan secara bersahabat melalui konsultasi atau perundingan bersama antar
Para Pihak melalui jalur diplomatik.
Article 6
1. MoU ini akan berlaku pada saat penandatanganan
2. Setiap Pihak setiap saat melalui saluran diplomatik dapat mengakhiri MoU ini
dengan
memberitahukan Pihak lain secara tertulis paling tidak 6 (enam) bulan
sebelumnya.
Sebagai bukti, yang bertandatangan di bawah ini, yang diberi kuasa oleh pemerintah
masing-masng telah menandatangani Memorandum Saling Pengertian ini.
Dibuat di Brasilia pada tanggal 18 November 2008 dalam rangkap dua, dalam
Bahasa lndonesia, Portugis dan Inggris, seluruh naskah mempunyai keabsahan yang
sama. Dalam hal terjadi perbedaan penafsiran, naskah Bahasa Inggris yang berlaku.

0 Govemo da Republica da Indonesia e 0 Governo da Republica Federativa do Brasil
(doravante denominados as " Partes"),
Considerando a importancia das polfticas publicas implementadas pelas Partes para
lutar por seguranc;a alimentar e contra a pobreza, que geraram valioso conjunto de
experiencias;
Considerando que as politicas publicas na area de seguranc;a alimentar e nutricional,
assistencia social e renda de cidadania, implementadas, no Brasil, por meio da
Estrategia " Fome Zero", do Sistema Nacional de Seguranc;a Alimentar e Nutricional,
do Sistema Unicode Assistencia Social e do Programa Bolsa Famili~. e, na Indonesia,
implementadas por meio da acelerac;ao da reduc;ao da pobreza e da expansao da
oportunidade de emprego atraves de tres (3) programas centrais, que consistem em
assistencia c protec;ao social, fortalecimento comunitario, fortalecimento de pequenos
e micro empreendimentos e desenvolvimcnto do sistema nacional de seguridade
social, sao de grande interesse para o estudo e a analise por equipes tecnicas das
Partes, a fim de idcntificar as melhores praticas e experiencias que possam ser
reproduzidas em cada pais;
Reconhecendo o interesse das Pa.'1es no intercambio de experiencias e conhecimento
relatives a seguranc;a alimentar e a luta contra a pobreza;
Tendo em vista a importancia do intercambio bilateral e do desenvolvimento
socioeconomico de ambos os paises;
Consideraudo a Parceria Estrategica entre a Republica da Indonesia e a Republica
Federativa do Brasil assinada em Brasilia, em 18 de novembro de 2008;
Em conformidade com as respectivas leis e regulamentos nacionais das Partes,
Chegaram ao seguinte entendimento:
Artigo 1
0 presente Memorando de Entendimento tern como objetivo o desenvolvimento da
coopera9ao para a promoc;ao de seguran9a alimentar e da luta contra a pobreza, com
base na reciprocidade e no beneficio mutuo.
Artigo 2
As areas de cooperac;ao no ambito deste Memorando de Entendimento incluirao as
seguintes:
a) troca de experiencias e li9oes relativas a identificac;ao de melhores
praticas em desenvolvimento econ6mico e social, fortalecimento
comunitario, redu9ao da pobreza e expansao da oportunidade de
trabalho;
b) troca de opinioes sobre desafios e oportunidades nas politicas e
estrategias econ6micas favoraveis a popula9ao em risco e
vulneravel; e
c) identifica9ao de politicas econom1cas, de fortalecimento
comunitario e sociais em favor dos pobres, e op9oes praticas para
estimular politicas macro e micro economicas favoraveis.
Artigo 3
I. As atividades de coopera9ao entre as Partes serao implementadas no funbito da
atual Comissao Mista para coopera9ao bilateral entre Indonesia e Brasil.
2. As Partes promoverao encontros tecnicos a fim de definir os termos da coopera9ao,
programas, projetos e atividades a serem desenvolvidas.
3. Os programas, projetos, atividades e a95es relativos a coopera9ao tecnica no
ambito deste Memorando de Entendimento serao implementados, pela Parte
brasileira, pelo Ministerio do Desenvolvimento Social e Combate a Fome, e
coordenados pela Agencia Brasileira de Coopera9ao do Ministerio <las Rela96es
Exteriores.
4. Os programas, projetos, atividades e ac;:oes relacionados a coopera9ao tecnica no
funbito deste Memorando, pela Parte indonesia, pelo Departamento de Assuntos
Domesticos, Departamento do Trabalho Publico, Departamento de Assuntos
Sociais, Departamento de Aquicultura e Pesca, Departamento de Agricultura,
Departamento de Religiao, Departamento de Saude, Departamento de Educa9ao
Nacional, e coordenados pelo Ministerio de Coordena9ao do Bem-Estar do Povo.
5. Quaisquer projetos OU atividades no ambito deste Memorando estarao sujeitos
disponibilidade de recursos humanos e financeiros das Partes, bem como
respectiva legisla9ao intema de cada Parte.

Artigo 4
Qualquer altera9ao ou modifica9ao ao presente Memorando podera ser negociada
pelas Partes por via diplomatica e entrara em vigor em data a ser mutuamente
acordada.
Artigo 5
Qualquer controversia relacionada a interpreta9ao OU implementa9ao do presente
Memorando sera dirimida amigavelmente por consulta ou negocia9ao entre as Partes
ou consulta direta entre as Partes, por via diplomatica.
Artigo 6
1. presente Memorando entrara em vigor na data de sua assinatura.
2. Qualquer das Partes podera, a qualquer rnomento, por via diplomatica, denunciar o
presente Memorando, por meio de notifica9ao com 6 (seis) meses de antecedencia.
Em fe do que, os abaixo assinados, devidamente autorizados por seus respectivos
Governos. assinam este Memorando de Entendimento.
Feito em Brasilia, em 18 de novembro de 2008, em dois exemplares originais, nos
idiomas indonesio, portugues e ingles, sendo todos os textos igualmente autenticos.
Em caso de divergencia de interpreta9ao, prevalecera o texto em ingles.

MEMORANDUM OF UNDERSTANDING
BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
AND
THE GOVERNMENT OF THE FEDERATIVE REPUBLIC OF BRAZIL
ON POVERTY ERADICATION
The Government of the Republic of Indonesia and The Government of the Federative
Republic of Brazil (hereinafter referred to as the "Parties"),
Considering the important public policies implemented by both Parties to fight
against hunger and poverty, that have generated a valuable set of experiences;
Considering that, public policies in the realms of food and nutritional security, social
assistance and citizenship income, implemented in Brasil through the '·Zero Hunger"
Strategy, the Food and Nutritional National Security System, the Single Social
Assistance System and the Family Grant Program, and, in Indonesia, implemented
through the acceleration in poverty reduction and the expansion of job opportunity
through three (3) cluster programs, which consist of Social Assistance and Protection,
Communiry Empowerment, for small and micro enterprise and the development of
national security system are highly interesting for the study and analysis of technical
teams of the Parties, in order to identify the best practices and experiences which
might be replicated in each country;
Acknowledging the interest of the Parties in exchanging experiences and knowledge
regarding food security and the fight against poverty;
Realizing the importance of bilateral exchange and the socio-economic development
of both countries;
Taking into account the Strategic Partnership between the Republic of Indonesia and
the Federative Republic of Brazil signed at Brasilia, on 181h November 2008;
Pursuant to the respective national Jaws and regulations of the Parties;
Have come to the following understanding:
Article 1
The present Memorandum of Understanding (MoU) aims at developing cooperation
in the promotion of food security and in the fight against poverty, based on
reciprocity and mutual benefit.
Article 2
The areas of cooperation under this MoU shall include the following:
a. Sharing experiences and lessons learned in view of identifying best practices in
economic and social development, community empowemment, poverty reduction
and expansion of joh opportunity;
b. Exchanging views on challenges and opportunities in economic policies and
strategies favourable to population at risk and vulnerable; and
c. Identifying economic, community empowemment and social policies in favour of
the poor, and practical options to foster favourable macro and micro economic
policies.
Article 3
1. Cooperation activities between the Parties shall be implemented within the
framework of the current technical cooperation between Indonesia and Brazil.
2. The Parties shall promote meetings in order to define the terms of the cooperation,
programs, projects and activities to be developed.
3. The programs, projects, activities and actions related to the technical cooperation
under this MoU shall be implemented, for the Brazilian Party, by the Ministry of
Social Development and Fight Against Hunger, and coordinated by the Brazilian
Cooperation Agency of the Ministry of External Relations.
. 4. The programs, projects, activities and actions related to the technical under this
MoU shall be implemented and coordinated, for the Indonesian Party, by the
Department of Home Affairs, Department of Public Work, Department of Social
Affairs, Department of Marine and Fishery, Department of Agriculture,
Department of Religion, Department of Health, Department of National
Education, and coordinated by the Coordination Ministry for People's Welfare.
5. Any project or activity under this MoU shall be subject to the availability of fund
and personel of the Parties, as well as to the respective national legislation of each
Party.
Article 4
Any change or modification to the present Memorandum of Understanding may be
negotiated by the Parties through diplomatic channels and shall become effective on
the date as mutually agreed upon.
Article 5
Any dispute arising out of the interpretation or implementation of this MoU shall be
settled amicably through consultation or negotiation between the Parties through
diplomatic channels.
Article 6
1. The present Memorandum of Understanding shall come into effect on the date
of its signature.
2. Either Party may, at any moment, through diplomatic channels, terminate the
present MoU by giving notification 6 (six) months in advance.
In Witness Whereof, the undersigned, being duly authorized thereto by their
respective Governments, have signed this Memorandum of Understanding.
Done in Brasilia, on November 18th 2008, in two (2) originals, in the Indonesian,
Portuguese and English languages, all texts being equally authentic. In case of
divergence of interpretation, the Engli sh text will prevail.
